Position Summary

This position performs advanced professional human resources duties in the areas of recruitment, policy and procedures, employee relations, leave administration, compensation, and benefits and will lead special projects related to internal human resources initiatives as assigned. This position also responds to a wide variety of HR-related inquiries from member cities and assists with HR work for members as needed.
Essential Job Duties

Provides Human Resources support to the organization, members or assigned work groups including:
HR Generalist Support to assigned teams.
  • Recruitment - Oversees and executes the full cycle of hiring for assigned departments to ensure the timely selection of qualified candidates. This includes working with department leaders to assess staffing needs and determine appropriate job levels, drafting and refining job descriptions, identifying effective advertising platforms to attract a diverse pool of applicants, coordinating interview formats such as in-person or virtual, and developing structured interview questions that align with job competencies.
  • Employee relations and policies. - Serves as a resource for employees and managers regarding employment policies and procedures. Investigates and provides guidance regarding employee relations situations including accommodations, leave, complaints, and corrective actions.
  • Leave of absence management - Effectively interprets MN Paid Leave, FMLA, WESA/MN Parental Leave and ADA implications related to leaves of absence, or accommodations. Administers leaves of absences, short-term disability, long-term disability, and the League's paid parental leave, etc. so questions and issues are addressed accurately, and in a professional, confidential, timely and courteous manner.
  • Compensation and benefits - Respond to manager and employee questions related to compensation and benefits. Conducts compensation analysis/market studies and assists the HR Manager in preparing the annual compensation plan review for staff. Prepare position descriptions and conduct job evaluations as needed. Answers questions related to employee benefits, develop education materials, and assist HR Manager in annual benefits planning.
  • Performance management - Provides consultation and training to leadership and supervisors regarding performance management communications and strategies. This may include helping them clearly communicate expectations, use of effective feedback tools, aligning employee goals with broader organizational objectives, and development.
  • Actively engages with assigned work groups to gain a deep understanding of their business needs by cultivating strong working relationships, participating in regular staff meetings, and maintaining open lines of communication.
Manage HR Projects as assigned
  • Examples of types of projects may include initiatives such as training program development, policy research, performance planning, benefits analysis, employee recognition review, and wellness program oversight.
External League HR Programs
  • Responds to basic to moderately complex HR-related inquiries from League members by asking questions to understand challenges, appreciating alternate perspectives, brainstorming on best practices, sharing resources and providing thoughtful suggestions to improve member processes and outcomes
  • Other support (training, updating resources)
General
  • Performs other duties consistent with the responsibilities of the position as apparent or assigned.

Core qualifications & Desirables
  • Education and experience equivalent to a bachelor's degree in human resources management, labor relations, business administration, public administration or a related area; and four years' professional level Human Resources experience.
  • Experience with employee relations and conducting employment investigations.
  • Experience administering leaves of absence/FMLA.
  • Experience interpreting personnel laws and rules sufficient to ensure appropriate application of the language and advice on personnel matters.
  • Strong analytical skills, ability to run reports utilizing HRIS technology and analyzing data.
  • Project management experience.
  • Excellent organizational skills and ability to handle multiple priorities and demands, meet deadlines, prioritize, and work independently to accomplish goals and objectives of HR department.
  • Demonstrated ability to maintain strict confidentiality and build trust.
  • Advanced knowledge of and ability to use Microsoft suite of products: Word, Excel, and Powerpoint
Desirable Qualifications
  • Master's degree in human resources management, business administration or public administration or a related area.
  • At least two years' experience in public sector HR
  • Public sector union negotiations and/or labor relations experience.
  • Experience providing professional services to cities, counties or other public sector entities.
  • SHRM PHR or SPHR designation
  • NEOGOV software experience
