Responsibilities

The following duties are representative of the primary duties and responsibilities of this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Assists in delivering high-quality solid waste and recycling collection services to the public, in accordance with State law, City ordinances, policies, procedures and safety standards.
  • Oversees daily route coordination by analyzing staffing, monitoring progress, reassigning work as needed, and communicating with operators and supervisors to ensure timely, efficient service across all collection areas.
  • Provides daily workload reports to foremen, identifying real-time route adjustments and offering actionable recommendations to ensure efficient coverage despite absences or challenges.
  • Communicates with operators and lead operators during routes to assist with problem resolution and real-time decisions.
  • Maintains and audits records, databases, and reporting tools related to residential, commercial, and recycling operations; billing; container inventory; special services; and community collection events.
  • Oversees the management, optimization, and reporting of data and operational workflows within Routeware to ensure accurate tracking and informed decision-making.
  • Collaborates with Solid Waste leadership and related roles to assess feasibility of expanding service lines (e.g., commercial recycling and roll-off services).
  • Monitors and evaluates solid waste and recycling programs for multiple sectors; provides data-driven insights to support growth and improvement strategies.
  • Uses data and stakeholder feedback to recommend and implement new strategies to improve operations, including route design, scheduling, and holiday service adjustments.
  • Works with foremen and administrative staff to audit, update, and distribute routing schedules.
  • Maintains documentation of missed pickups, extra service requests, route progress, and driver activity for use in training and customer service improvement.
  • Alerts management to emerging issues related to operator performance or route delays.
  • Serves as liaison between Routeware support and operations staff, troubleshooting onboard computer systems and coordinating timely resolutions.
  • Collaborates with vendors and internal staff to maximize use of onboard technology for operational and safety gains.
  • Audits pre- and post-trip inspections and coordinates with Fleet staff to ensure maintenance documentation.
  • Identifies patterns in equipment downtime to develop proactive processes that mitigate disruptions.
  • Verifies completion of work orders and daily route lists to ensure customers are serviced per SWRD standards.
  • Collaborates with administrative staff to prepare quarterly and annual performance reports and maintain internal dashboards.
  • Supports grant writing and reporting and annual resource requests through data collection and analysis.
  • Coordination and management of any assigned special projects.
  • Performs other duties as assigned or required.

Minimum Qualifications

Education and Experience

  • Bachelor's degree with coursework in public administration, business management, environmental science, logistics, data analytics, or a closely related field; AND two (2) years of progressively responsible experience in solid waste operations, public works, logistics/transportation coordination, or fleet/route management; OR an equivalent combination of education and experience.
  • Experience in operational planning and coordination, including staffing analysis, service delivery monitoring, and real-time adjustments for efficiency.
  • Experience with data management and reporting systems (e.g., Routeware or similar) to support decision-making and performance tracking.
  • Strong interpersonal skills and ability to work in a team-oriented environment with operations, management, fleet, IT, vendors, and administrative staff.
  • Strong written and verbal communication skills with the ability to document, audit, and present data clearly to stakeholders.

Licenses and Certifications

  • Must possess a valid Texas Driver's License.

Work Environment

  • Office and outdoor work in all weather, exposure to hazards, and physical demands including lifting up to 40 pounds.
