Accounting Manager – Make an Impact with a Public Service Organization

Location: Vancouver, WA

Our client is a highly respected public service organization seeking an experienced Accounting Manager to support a wide range of accounting operations, including general ledger management, payroll review, financial reporting, and annual budget and year-end close processes. This Accounting Manager role is ideal for a detail-oriented finance professional who enjoys working in a mission-driven environment and supporting the work of a high-performing team.

As an Accounting Manager, you will oversee and approve complex accounting tasks while working closely with both the Finance and Human Resources teams. The ideal candidate will have strong experience in public sector accounting, payroll, reconciliations, and managing multiple entities.

Key Responsibilities

• Review and approve all batches and entries processed by the Accounting Specialist team, including Accounts Payable, Accounts Receivable, manual entries, journal entries, and cash receipts.
• Conduct monthly review and payment of Visa charges and excise tax submissions.
• Reconcile monthly cash and review Accounting Assistant tasks as a backup approver.
• Provide payroll support, including bi-monthly payroll review, attending Finance and HR payroll meetings, and conducting PERS analysis.
• Support the annual budgeting process and assist in preparing for year-end close.
• Lead the year-end close and roll-forward process, including the preparation of financial statements for three entities.
• Assist with the filing of W-2s and 1099s.
• Approve detailed AP batches, including PO and non-PO invoices, both warrant and EFT-based, and oversee invoice processing tied to prevailing wage, utilities, and book acquisitions.
• Review monthly AR invoicing, particularly reimbursements from the Foundation and Friends of the Library groups. Monitor adherence to annual reimbursement budgets and manage one-off reimbursement agreements, such as grants or donations for special events, programs, or facility needs.
  
  

• Minimum 5 years of progressive accounting experience, including experience with public sector or fund accounting.
• Strong understanding of payroll processes and benefit systems such as PERS.
• Demonstrated experience with budgeting, reconciliations, and year-end financial statement preparation.
• Ability to work independently while coordinating with cross-functional teams including HR and branch leadership.
• Excellent attention to detail, analytical skills, and written communication.
