This project will provide available, reliable, and secure IT capabilities for the Recruiting Command Enterprise Network (RCEN) to enable MCRC operations.

CS Lead responsibilities

The RCEN Cybersecurity Lead will be a key personnel position for the Marine Corps Recruiting Command (MCRC) Network Support Services (NSS) contract. This position will be responsible for the execution of all CS requirements in the Performance Work Statement (PWS) supporting Risk Management Framework (RMF) implementation to obtain, maintain, and manage MCRC’s Authorities to Operate (ATOs), and coordination with relevant stakeholders.

This position is contingent upon contract award.

What does a typical day look like for a CS Lead?

You will:

  • Lead the team providing CS services to the MCRC and serve as the technical point of contact related to MCRC CS planning and execution, responding to requests from the RCEN Program Manager, and interacting with the COR or other technical points of contact as needed.
  • Develop, manage, and report on MCRC CS project plans and schedules with defined milestones, deliverables, and resource assignments.
  • Enforce quality control on all PWS deliverables and services pertaining to the MCRC CS, ensuring timely submissions in line with the Quality Assurance Surveillance Plan.
  • Prepare weekly compliance reports to the ISSM on current CTO, OPDIR, TASKORD, or other directives from MCCOG, and any required Plan(s) of Action and Milestones.
  • Develop and update dashboards to monitor cybersecurity compliance tasks, including but not limited to Ongoing Authorization, Asset management, and Cyber Tasking Order (CTO) compliance.
  • Report on significant findings or alerts that may impact the RCEN.
  • Provide weekly status for all packages and systems in MCCAST and EMASS.
  • Produce plans of action for all packages and systems in MCCAST and EMASS.
  • Oversee analysis, recommendations, and task execution, ensuring all Enterprise Architecture portions of the PWS requirements are met and reported.

Qualifications

You might be the professional we’re looking for if you have:

  • A current Secret-level clearance is required.
  • Authorization to permanently work in the United States without sponsorship.
  • Ability to meet qualifications outlined in the DoD Manual 8140.03, “Cyberspace Workforce Qualification and Management Program,” for the Work Role: 801 - Program Manager (Advanced) OR 612 - Security Controls Assessor (Advanced) as per the requirements listed below.
  • Required certifications: CY101, SecurityX / CASP+, CGRC/CAP, DAWIA PM Practioner, CCE, CCISO, CISM, CISSO, CISSP, DAWIA PM Advanced, GFACT, GSLC.
  • Experience may be considered an Alternative to Foundational Qualifications, refer to Section 3 of the DOD 8140 Manual for more information.
  • Relevant degree.
  • Demonstrate familiarity with and ability to maintain compliance with the Privacy Act of 1974 when handling Personally Identifiable Information (PII) or Protected Health Information (PHI).
  • Demonstrated track record as Cyber Security Lead or significant experience in comparable roles.
