Cybersecurity Officer - Information Technology Div.

Texas Department of Transportation is seeking a Cybersecurity Officer to establish and maintain the agency's cybersecurity operations center. This role reports to the Chief Information Security Officer (CISO) and may supervise professional and technical staff. The position requires extensive contact with high-level executives, governmental officials and private entities, and involves discretionary decision-making and final outcomes.

Essential Duties

  • Develops and implements safeguards to ensure system resiliency.
  • Develops cybersecurity awareness training programs for employees, contractors, and users.
  • Directs and/or conducts research related to cybersecurity trends and technology.
  • Directs the deployment of cybersecurity infrastructure and protects critical infrastructure.
  • Oversees cybersecurity management initiatives.
  • Oversees detection activities and advises on cybersecurity threats and vulnerabilities.
  • Oversees the initiation, implementation, and development of incident response plans.
  • Represents the agency at business meetings, hearings, legislative sessions.
  • May supervise or lead professional and technical staff.
  • Performs other job-related responsibilities as assigned.

Minimum Qualifications

Education: Bachelor’s Degree in cybersecurity, information technology security, or related field. Relevant work experience may be substituted for degree on a year-for-year basis. Substitutions for Minimum Qualifications

  • 7 years experience in cybersecurity analysis work, with emphasis on security operations, incident management, intrusion detection, firewall deployment, and security event analysis. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-for-year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Certified Information Systems Auditor (CISA)
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)

Preferred Qualifications

  • Though not required, prefer the candidate has at least one cybersecurity certification, or equivalent.

  • Expert skill in configuring, deploying, and monitoring security infrastructure
  • Extensive knowledge of federal and state laws and regulations relevant to program areas
  • Extensive knowledge of incident response program practices and procedures
  • Extensive knowledge of limitations and capabilities of computer systems; technology across all network layers
  • Maintaining a safe working environment
  • Ability to manage program activities, establish goals and objectives, devise solutions to administration
  • Extensive knowledge of operational support of networks, operating systems, Internet technologies, and databases

Physical Requirements and Working Conditions

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing for prolonged periods
  • Repetitive motion of the wrists, hands, and fingers
  • Close visual acuity for data/figures and computer use

Position Information

TxDOT is seeking a Cybersecurity Officer to serve as a key member of the Information Security team. This position will establish and maintain the agency cybersecurity operations center, report to the CISO, and lead the TxDOT 24/7 Cybersecurity Operations Center. The ideal candidate will have experience overseeing and leading cybersecurity programs and environments; the prevention, detection and remediation of cybersecurity threats and intrusions; cybersecurity policies and monitoring protocols; and the development of a security plan with emphasis on technical infrastructure and long-term risk mitigation.
