Overview
TxDOT is seeking a Cybersecurity Officer to serve as a key member of the Information Security team. The role establishes and maintains the agency cybersecurity operations center and reports to the Chief Information Security Officer (CISO). The successful candidate leads the TxDOT 24/7 Cybersecurity Operations Center and oversees cybersecurity programs and environments, including prevention, detection, and remediation of threats, cybersecurity policies and monitoring protocols, and the development of a security plan with emphasis on technical infrastructure and long-term risk mitigation.
Work involves extensive contact with high-level executives, governmental officials and private entities. Individuals in this role operate with a high level of discretion and independent judgment and are responsible for final outcomes.
Responsibilities
- Develops and implements safeguards to ensure system resiliency.
- Develops cybersecurity awareness training programs for employees, contractors, and users.
- Directs and/or conducts research related to cybersecurity trends and technologies; evaluates and directs the deployment of cybersecurity infrastructure.
- Oversees cybersecurity management initiatives and detection activities; advises on threats and vulnerabilities.
- Initiates, implements, and develops incident response plans.
- Represents the agency at business meetings, hearings, trials, legislative sessions, and conferences.
- May supervise or lead professional and technical staff.
- Performs other job-related responsibilities as assigned.
Minimum Qualifications
Education: Bachelor\'s Degree in cybersecurity, information technology security, or related field. Relevant work experience may be substituted year-for-year for the degree.
Experience:
- 7 years of cybersecurity analysis work with emphasis on security operations, incident management, intrusion detection, firewall deployment, and security event analysis. Related graduate level education may be substituted for experience on a year-for-year basis.
- Must have three (3) years supervisory/managerial experience. Project leadership or lead work experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
- Valid driver’s license (state vehicle required).
- Certified Information Systems Auditor (CISA).
- Certified Information Systems Security Professional (CISSP).
Preferred Qualifications
Not required but preferred: at least one cybersecurity certification or equivalent, such as
- CISSP
- CEH
- CySA+
- GICSP
- SCYBER
Additionally candidates should demonstrate:
- Effective communication
- Expert skill in configuring, deploying, and monitoring security infrastructure
- Knowledge of federal and state laws and regulations relevant to the program areas
- Knowledge of incident response program practices and procedures
- Knowledge of computer systems capabilities across network layers
- Ability to manage program activities, set goals and objectives, and devise solutions
- Knowledge of operation support of networks, operating systems, Internet technologies, and databases
Physical Requirements and Working Conditions
- Sedentary work: lift up to 10 lbs at a time; occasional file/tool carrying
- Light work: lift up to 20 lbs; frequently lift or carry up to 10 lbs
- Standing for prolonged periods
- Repetitive motion of wrists, hands, and fingers
- Close visual acuity for data, figures, and computer screens

- To be selected for and continue employment, the incumbent must maintain the security of the agency’s critical infrastructure and will be subject to regular assessments of criminal history and/or reviews for connections to foreign adversaries.
