Overview
FD Manpower Senior Analyst role at ECS. This position is contingent upon contract award.
Responsibilities
- Deliver expertise in manpower, fiscal analysis, and resource planning to support Army G-8 force development and modernization.
- Conduct EE PEG manpower reviews, assess civilian authorizations and affordability, and analyze staffing, funding, and resource trends across portfolios.
- Prepare senior leader briefings, validate manpower submissions, and ensure compliance with Army fiscal and readiness requirements.
- Leverage Army systems, business intelligence tools, and quality control processes, providing actionable insights and recommendations that optimize manpower resources and strengthen Army readiness and long-term planning.
Qualifications
- Bachelor’s Degree or higher in Business or Engineering.
- A minimum of eight (8) years of experience and expertise in Force Development duties.
- Ability to provide EE PEG assessments of all civilian authorization, required, costing and Full Time Equivalents.
- Demonstrated knowledge of Army fiscal data elements and the ability to use Microsoft Office products to combine data tables, summarize data, and produce materials for detailed reviews and senior leader briefings (pivot tables, charts, basic formulas, and transferring data to presentations).
- Ability to extract data from Army systems and provide analysis of data and formulate displays of data.
- Ability to assist with quality control of Portfolio Reviews.
- Interdisciplinary skill set of PPBE, DoD acquisition processes and procedures (DoDI 5000.2) as well as expertise with materiel and/or force structure requirements development and validation (JCIDS).

- RQM 1010/CLR 101; RQM 1100 series/RQM 110; RQM 3100/310; CLR 151; RQM 2500/CLR 250; RQM 2520/CLR 252.
- Certified in all related fields.
