Job Description
We are seeking an experienced Director of Recruiting and Training to lead and scale enterprise-wide talent acquisition and training strategies in support of a rapidly growing federal government contractor. This dual-role leadership position is ideal for a mission-driven, data-oriented professional with deep expertise in recruiting cleared and technical talent, and in building training programs that drive performance, compliance, and career development.
The Director will oversee a high-performing recruiting team while developing and managing organization-wide training initiatives to support employee growth, leadership development, and operational readiness across contracts. This position is critical to achieving our growth, proposal staffing, and talent retention objectives.
Key Responsibilities:
Recruiting Leadership
- Develop and lead a scalable enterprise recruiting strategy aligned with corporate growth and contract performance goals.
- Oversee full-cycle recruitment for both proposal and operational hiring, with a focus on cleared and technical talent.
- Manage and mentor a geographically dispersed team of recruiters to deliver high-quality candidates quickly and efficiently.
- Collaborate with executive leadership, program managers, and proposal teams to forecast hiring needs and build strategic talent pipelines.
- Own and communicate key recruiting metrics (e.g., time to fill, cost per hire, quality of hire, offer acceptance rate, and candidate experience).
- Ensure compliance with OFCCP, EEO, veterans' hiring, and other federal regulations and best practices.
- Support proposal staffing efforts by contributing to staffing strategies, resumes, and recruiting plans.
- Strengthen employer branding and outreach strategies to attract mission-driven, diverse talent.
- Optimize recruiting technologies and applicant tracking systems (ATS) to support scale and efficiency.
- Design, implement, and lead enterprise training programs that support onboarding, compliance, leadership development, and upskilling across technical and functional roles.
- Partner with HR, program leadership, and functional managers to assess training needs across the organization.
- Lead the development and delivery of training for newly hired employees, including cleared personnel and contract-specific requirements.
- Create scalable onboarding programs to ensure rapid integration and productivity of new hires.
- Manage vendor relationships, e-learning platforms, and internal/external trainers to deliver high-quality learning experiences.
- Evaluate training effectiveness through KPIs, feedback, and ROI analysis; continuously improve content and delivery methods.
- Ensure compliance with training requirements related to federal contracting (e.g., ethics, cybersecurity, and workplace safety).
- Support leadership development and succession planning initiatives in collaboration with HR and senior leadership.
- 10+ years of progressive experience in talent acquisition and/or learning & development, with at least 5 years in a senior leadership role in a company of $500M+ in revenue.
- Proven success managing recruitment and training in a fast-paced, government contracting environment.
- Strong understanding of federal contract staffing and training compliance (including SCA, union requirements, security clearance onboarding).
- Demonstrated ability to scale high-volume recruiting and build impactful training programs for technical, cleared, and administrative personnel.
- Experience leading both recruiting and training teams, with proven mentoring and coaching capabilities.
- Deep knowledge of recruiting and training platforms (e.g., iCIMS, Workday, LMS, ClearanceJobs, LinkedIn Recruiter).
- Strong analytical and reporting skills related to both recruiting and training effectiveness.
- Bachelor's degree in Human Resources, Business, Organizational Development, or related field. Master's degree or PHR/SPHR or CPLP/SHRM-SCP certification preferred.
- Active security clearance or ability to obtain one is highly desirable.
