Overview

Base pay range: $120,000.00/yr - $135,000.00/yr. Location: F.E. Warren AFB (Cheyenne, WY). Requirement: US citizenship and the ability to pass a federal background review and drug screen.

Duties / Responsibilities

  • Serves as technical expert and advisor for control of civil and structural systems and related steel and welding features for federal construction projects.
  • Performs advisory, consulting and review duties involving civil/structural systems problems or non-compliance.
  • Reviews contract documents, including plans and specifications, during design for constructability, non-compliance, issue identification and contract clarity.
  • Participates in all phases of the contract modification process; assists in preparation of scopes of work for RFPs, government estimates, review of contractor proposals, and contract modification documentation.
  • Assists with steel and welding inspections, quality assurance, contract administration and providing technical expertise.
  • Documents reviews and analyzes contractor plans and submittals for approval action, including progress schedules, environmental, safety and quality control programs, certifications and shop drawings. Provides comments.
  • Prepares correspondence regarding contractor performance, requests for equitable adjustments (REAs), RFIs and other technical issues.
  • Prepares partial and final payment estimates, including measurement and computation of pay item quantities, verification of materials on hand, and percentage complete of lump-sum items.
  • Demonstrated steel and steel connection experience; experience in weld design and compliance review of plans, submittals, RFIs and field inspections; NDI experience; and familiarity with AISC certification.
  • Monitors and documents scheduled progress of all construction activities and advises the Resident Engineer, COR, and project team of potential slippage or delay.
  • Participates in RFI and submittal reviews, coordinating with designers, the Resident Engineer, and technical experts; executes responses to the contractor.
  • Reviews and provides technical assistance with HEMP Shielding, RF Shield and ICD 705 construction requirements; documents review and interfaces with Designer of Record for technical changes or questions.
  • Logs and maintains data to assist with project management and decision making.

Education / Experience

  • Bachelor's Degree in Engineering, preferably Structural Engineering
  • Current Professional Engineer license within the State of Wyoming
  • Minimum of 10 years’ experience as a structural engineer on large, complex multimillion-dollar federal construction projects (preferably USACE and/or Department of Defense)
  • Non-destructive inspection (NDI) experience
  • AISC certification
  • Experience with RF Shield and ICD 705 construction requirements
  • Knowledge of High Altitude Electromagnetic Pulse (HEMP) design and construction requirements is preferred
