Overview
This position is the person responsible for managing the day to day operations of the Treasurer’s Office.
Reporting Authority: Reports to Division Head of Budget and Finance
Tax Collection
- Processes abatements, including refunds and revised tax bill creation
- Checks the refunds (due to abatements) handled by the Tax Processor
- Backs up the Tax Processor for file loading/payment processing for the 69 tax collectors
- End of year tax duplicate balancing/return to Tax Claim
- New year tax bill creation for county/municipal (January) and school (June)
- Supplemental bill creation (May & September)
- Special bills creation (court orders)
- Organizes reminder notices for unpaid properties (August/September)
- Processes returned payments (NSF, Web Fail etc.). Involves voiding the payment in RBA, requesting JE’s in New World and contacting the property owner
- Creates data files for sale to the escrow companies for county/municipal and school. Loads payment files received from them (stripping out any duplicate payments)
- Verifies TIF payments for projects in Pittston City and Pittston Twp.
- Requests disbursements to the LC Redevelopment Authority from New World.
- Disburses to Newport Twp. weekly when collections are heavy. Invoice Newport for tax bills collected
- Invoices all school districts and municipalities for tax bills issued (September)
- Performs additional duties as assigned
Banking
- Initiates and approves wire transfers
- Primary system administrator for online banking services; includes security and allowable access for users of online bank services
- Opens/closes bank accounts; requests banking services; updates signature cards as necessary
- Physically takes deposits to the bank(s)
- Debits the SPCA bank account for dog license sales (monthly)
Hotel Tax
- Processes monthly hotel tax remittances weekly. Enters to spreadsheet, receipts to New World, scans checks to bank
- Disburses to the county, Visitors Bureau and Convention Center Authority on a monthly basis
- Assesses late charges as needed
General
- Tracks Treasurer’s Office employee time and submits information to payroll
- Drafts press releases related to the Treasurer’s function
- Assists at the front counter during busy times and staff shortages (often)
- Maintains accurate information on the Treasurer’s Office webpage
- Handles escalated taxpayer issues by phone, email and in person
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to prioritize multiple projects in a short amount of time
- Ability to express ideas effectively both orally and in writing
- Ability to establish and maintain effective working relationships with associates, County personnel, and/or accounting process, including auditors
- Education equivalent to a completion of a Bachelor’s degree program with major course work in accounting.
- Minimum three years of accounting experience (governmental preferred), at least one year of which shall have been at the senior accounting level.
- Or any equivalent combination of acceptable training and experience which has provided the knowledge, skills and abilities cited above.
