Overview

The Public Utility Commission of Texas (PUCT) – Office of Policy and Docket Management (OPDM) has an opportunity for a Legal Secretary who will provide administrative and legal support to attorneys, administrative law judges, and legal staff. The division is split into Policy Development and Docket Management, handling paper preparation for Commissioner review, processing new cases at the Commission, and managing filings and schedules. The role supports hearing schedules, deadlines, appellate records, confidential materials, and filings to the Texas Register.

Responsibilities

• Prepare, review, and manage legal documents; maintain case files and records.
• Coordinate filings with the State Office of Administrative Hearings (SOAH) and support hearing schedules and deadlines.
• Assist with preparing appellate records, managing confidential materials, and submitting filings to the Texas Register.
• Work closely with attorneys, administrative law judges, and legal staff to support the Commission’s case management processes and regulatory responsibilities.

Qualifications

The ideal candidate should possess the following minimum qualifications:

Legal Secretary II — High school graduation or GED + at least 1 year of legal secretarial or administrative assistant experience.

Legal Secretary III — High school graduation or GED + at least 2 years of legal secretarial or administrative assistant experience.

Legal Secretary IV — High school graduation or GED + at least 3 years of legal secretarial or administrative assistant experience.

Preferred Qualifications

  • Experience as a legal secretary for a state agency or with a utility company.
  • Experience drafting, formatting, preparing, and proofreading correspondence and legal documents.

Work Schedule

Standard schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be requested per agency policy. Telecommuting approval is at management’s discretion and based on business needs. New employees must complete a 90-day probation before telecommuting eligibility.

Veterans, Reservists, or Guardsmen with applicable military experience are encouraged to apply. If qualified for Veteran Employment Preference, provide required documentation with the State of Texas application (DD Form 214, etc.).

Salary and Benefits

Salary is commensurate with qualifications. The salary for ERS retirees or non-contributing members may be up to 6% less than the recommended salary. A competitive benefits package is offered by the PUCT.
