Definition: Provide professional customer service at the front counter at DSC. Receive and process building permit applications, calculate permit fees, process contractor license applications and prepare submittals for various board hearings. Respond to routine questions related to codes, ordinances, and general construction techniques. Principal Duties: • Serve the public at the Building Inspection Division counter; receive plans, check and verify accuracy and completeness of information; calculate permit fees based on type of construction and use of building; issue permits.
• Assist in performing specified plan check procedures; distribute plans for further plan review on complex projects. • Provide basic information on costs of permits and procedures for issuance of permits, contractor licensing, and compliance with building code provisions. Accurately determine and access fee offsets for affordable housing units. • Maintain and update a variety of records including permit fees paid and valuation of construction. Prepare and reconcile daily fee payments report for Treasury Department. Update customer handouts as needed. • Issue certificates of occupancy for residences and commercial/industrial buildings upon approval of supervisor. • Answer telephones and provide clerical support. • Prepare daily, monthly, and annual activity reports for distribution including the Dodge and Census Bureau Reports and other statistical reports for the building permit process. • Perform routine plan reviews on fences, water heaters, furnaces, residential lawn sprinklers, siding, stucco, re-roof, UOPP and minor window replacement work, and other similar projects. • Assess penalty and interest fees where applicable. • Review variance applications for the Board of Adjustment and Master Board of Appeals for completeness and accuracy. • Provide consistently professional and responsive customer service. Working Environment: Work is performed primarily in a standard office environment. Work entails continuous use of verbal and written communication, customer contact, and ability to manage multiple concurrent tasks. Work requires the ability to efficiently use a personal computer and associated hardware and software. Work frequently involves reasoning, problem solving, mathematical calculations, and detail. Work involves working alone as well as working closely with others. Work involves occasional light (under 15 pounds) lifting and carrying. Long or non-traditional hours are required to fulfill organizational needs, projects, or special circumstances such as attending MBA board meetings as needed. Qualifications: Any combination of experience and education equivalent to at least two years' experience in a professional office environment serving customers online and in person and using software to track and issue construction permits or a related field. Special Qualifications: Possession of or ability to obtain certification by the International Code Council as a permit technician within one year of employment. Bilingual (English/Spanish) proficiency desired.
