Job Description We need you to help us meet our mission to provide an uninterrupted water supply to the residents of Eau Claire! Put your repair experience, knowledge of construction, and desire to be part of a small team to work as a Utility Systems Technician I (Water Systems). We are currently accepting applications for this position in our Community Services Department. Duties include: installing water services; installing water meters; maintaining and repairing valves, gauges, pumps, and other related equipment; disinfecting and pressure testing water mains; testing for water leaks in residences and commercial establishments; and more! This position includes public contact and manual labor.

Requirements: A High School Diploma or equivalent (GED, etc.) Excellent communication and computer skills Possess or obtain (within 6 months of hire) and maintain a valid Class B CDL license with tanker endorsement and no air brake restrictions Preferred Qualifications:

POSITION SCOPE

Under general supervision, complete Diggers Hotline utility locates utilizing maps and electronic locating equipment to accurately mark water and sewer lines to ensure that safe, efficient, and uninterrupted service is provided to the municipality. This position works independently and should have a good sense of direction and strong reading comprehension. On occasion, may be asked to assist coworkers as a member of a crew on water meter repair, service, and repair of water main installations, reading of water meters, or on a variety of other maintenance tasks. Additionally, this position should have a good working knowledge of the operation and maintenance of a Wastewater Collection system and the use of all equipment assigned to this section.

This position has considerable personal contact with the public, including contractors, involving the disposition of complaints and checking to see that proper water and sewer services are maintained. Work Orders are received verbally, in writing, or electronically and the incumbent should use approved methods and procedures that are safe and efficient to complete the tasks given to them.

ESSENTIAL FUNCTIONS

Performs Diggers Hotline locates for sanitary sewer, storm sewer, and water as required.

Organizes locates by areas and priority, to efficiently complete the location of utility lines in a timely manner, communicates the need for additional support.

Discovers inaccuracies on maps and submits corrections to the Geographic Information System (GIS) team.

Performs or assists in the installation of water services; cuts, lays and taps pipes and mains and makes up mechanical joints.

Disinfects and pressure test water mains.

Tests, disassembles, inspects, and reassembles several sizes and types of water meters, cleans mechanisms, repairs or replaces worn or defective parts.

Tests for water leaks in residences and commercial establishments.

Installs and removes meters, including large industrial meters.

Keeps records of maintenance, meter repairs, and service request investigations.

Performs skilled maintenance work and engages in occasional welding.

Operates specialized sewer maintenance equipment such as combination jet/vac, jet rodder, CCTV inspection vehicle, root cutter, sewer bucket machines, pumps, compressors, etc., in a safe and economical manner.

Cleans catch basins, storm sewers, etc. Removes standing water in streets.

Monitors private contracts in routine construction and emergency repairs and alterations.

Uses chemicals for sewer maintenance.

Inspects and flushes sanitary and storm lines. Maintains sewer flushing records for assigned areas.

Troubleshoots problem areas and makes recommendations to add or repair manholes.

Works in cooperation with other City departments or divisions in connection with sewer and water maintenance.

Must have knowledge of computers for accessing maps, record keeping and for using meter reading equipment.

Must have knowledge of water and sewer code of ordinances and enforces them.

Must be able to report to the Utilities Building within 30 minutes.

NON-ESSENTIAL FUNCTIONS

Performs related duties as required.

Cross trains with and may perform the duties of the Utilities System Technician I in Wastewater Collections or Water Systems.

EDUCATION/EXPERIENCE/CERTIFICATIONS

A High School Diploma or equivalent (GED, etc.) is required. An associate degree in a related field is preferred.

Must possess or obtain (within six months of hire) and maintain a valid Class B CDL with tanker endorsement and no air brake restrictions.

State of Wisconsin DNR certification in Municipal Wastewater and/or Municipal Water Supply with Groundwater and Distribution subgrades is preferred.

WORK ENVIRONMENT

This position is classified at the Heavy level, as defined by the U.S. Department of Labor in the Dictionary of Occupational Titles.

Job consists of a combination of sitting, standing, walking and driving. There will be exposure to heat, cold, wet, and slippery conditions. In addition, there will be exposure to dust, noise and chemicals. Lift on occasion 51 to 100 lbs., frequently 25 to 50 lbs., &/or constantly 10 to 20 lbs. Benefits listed are for full-time employees. Part-time employee benefits are prorated based on the budgeted hours of the position except for vacation which is prorated based on the number of hours actually worked.

Holiday Pay for Shift Workers at Water Plant Utility Operator I's who are scheduled and work these holidays will be paid at 1.5 times their regular straight time hourly rate.

Floating Holidays Three floating holidays to be taken at the employee's discretion with supervisory approval. Employees hired January 1 - June 30 are entitled to three floating holidays during the first year of hire. Employees hired July 1 - December 31 are entitled to one and one-half floating holidays during the first year. Employees terminating prior to July 1 are entitled to one and one-half floating holidays. Floating holidays not used within the calendar year will be forfeited.

Sick Leave One day per month accruable to 120 days.

Wisconsin Retirement System As required by state law, the City and the employee are each required to contribute into the Wisconsin Retirement System. The total contribution is 13.9% of earnings, with the City and the employee each contributing 6.95%.

Deferred Compensation Plans Available participation in a 457 retirement savings plan offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

Roth Plans Available participation in the Roth 457 and Roth IRA retirement accounts offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

Supplemental Worker's Compensation Pay Upon the determination of eligibility, the City shall pay a regular full-time employee who is injured on the job the difference between 87.5% of their regular salary and their worker's compensation payments, as long as the employee is on injury leave, but not to exceed 90 days for the same injury. When an employee has used the full 90 days of injury leave and is still unable to return to work, the employee may petition the City Council for an extension.

An employee who has exhausted his/her injury leave but continues to receive worker's compensation payments may at his/her discretion use accrued sick leave in proportion to the amount necessary to receive 87.5% of their full salary.

All working time lost due to injuries incurred on the job shall be considered time worked for the day of the injury.

ADDITIONAL BENEFITS

Educational Assistance & Incentive Pay Plan City pays for Water and Wastewater Certification fees. City may pay a portion of other tuition per the Educational Assistance Program.

If hired prior to and receiving incentive pay on December 31, 2023, employees may be eligible for incentive pay at their rate on said date and according to details of the plan for eligible regular full-time employees.

Safety Shoe Reimbursement City provides partial reimbursement for the purchase of safety shoes per calendar year.

Safety Glasses Reimbursement City provides partial reimbursement for the purchase of safety glasses every two years.

Tool Allowance Mechanics shall be eligible for an annual partial tool allowance for tools purchased. A receipt must be presented and approved by the Division Head before payment will be made. The City will provide tool insurance for the mechanics, provided each mechanic furnishes the City with a complete inventory of their personal tools and keeps the inventory current. This insurance shall be afforded to the extent of and in accordance with the terms, conditions, and coverages provided in the City's standard property insurance policy with the local government property insurance fund. However, any deductibles specified in that policy will not apply.

VACATION SCHEDULE The standard vacation accrual schedule for an employee working a 40-hour work week schedule is as follows: The standard vacation accrual schedule for an employee working a shift schedule is as follows: Non-represented regular full-time and regular part-time employees hired on or after January 1, 2023 shall receive 40 hours vacation on their first day of employment, with the number of hours subject to proration based on hours worked and position vacation accrual schedule. If employment is terminated prior to one year of service, the employee will reimburse the City for any used hours on their final pay check. 01
