Definition
Under direction, performs a variety of highly responsible professional, technical and analytical activities in support of MAAC’s human resources programs in assigned areas of functional responsibility (Labor and Employee Relations, Recruitment / Onboarding, HR Data Analytics, Compliance, and Compensation), and performs related duties as assigned.
Distinguishing Characteristics
The Human Resources Manager is a seasoned professional in multiple functional areas of human resources. The incumbent provides effective coaching to managers, supervisors and employees. Performs responsibilities with a significant degree of independence and confidentiality. Provides supervision of other professional and support staff and may serve as the Human Resources Director in his/her absence. This is an exempt, at-will position, performing complex work requiring broad professional knowledge gained through education, certification and/or experience.
Essential Duties and Responsibilities
Ensures compliance with applicable federal, state and local laws, regulations and guidelines and management adherence to established labor contracts and MAAC policies and procedures; advises managers and supervisors on employee relations and discipline processes; researches employee/labor relations best practices and develops implementation strategies; guides program managers with proposed corrective action and discipline; facilitates dispute resolution efforts; conducts workplace investigations and prepares written findings with recommendations.
Interprets policies, procedures, regulations and labor contract provisions; provides guidance on HR issues and concerns; responds to requests for HR information.
Assists in developing strategies for meeting MAAC/department HR challenges; assesses and recommends plans to meet short and long-term needs; reviews organizational structure and job designs and identifies opportunities for improvement; advises managers on workforce strategies; develops policies for changes in legislation and case law; evaluates and streamlines department policies and procedures.
Collaborates with programs and Recruitment Manager to analyze workforce needs, conduct position classification and compensation studies; audit and prepare job descriptions; recommend classifications; design surveys and studies regarding compensation and other HR topics; recommend pay structure changes.
Leads an assigned HR team; ensures accuracy, timely communication, workload distribution and high performance standards.
Qualifications and Skills
Knowledge of:
- Principles, practices and techniques of human resource management including recruitment, HRIS, EEO/affirmative action, classification, compensation, benefits, Workers’ Compensation, employee and labor relations, employee development, performance planning and appraisal.
- Leadership, management, and communication practices.
- Employee and labor relations, including negotiations and contract administration.
- Administrative principles and methods, including goal setting and program development.
- Federal, state and local laws applicable to HR programs and employee relations.
- Trends in HR program development; research methods and data analysis; business communication.
- HRIS and automated reporting; standard software (Word, Excel, PowerPoint, Outlook, Internet).
Ability to:
- Design, implement and utilize data gathering and reporting procedures using HRIS.
- Analyze data, evaluate alternatives and make recommendations.
- Interpret and apply HR policies and relevant laws and regulations.
- Exercise independent judgment within guidelines.
- Present proposals clearly; communicate effectively in writing and orally.
- Represent MAAC with managers, employees and labor representatives on HR issues.
- Prepare clear, concise, accurate reports and analyses.
- Maintain confidentiality of sensitive information.
- Establish and maintain effective working relationships with managers, employees, labor representatives and community partners.
Education/Experience/Certification
A typical pathway includes graduation from a four-year college or university with a major in business administration, human resources, psychology or a related field; and at least three years of progressively responsible HR management experience, or an equivalent combination of training and experience. Experience in unions or nonprofit settings is preferred. SHRM or HRCI certifications are strongly preferred. Bilingual English/Spanish is preferred.

Health Status
Must have a physical examination, TB clearance and a drug screen as required by MAAC; immunization records for influenza, pertussis and measles may be required by state and federal regulations prior to first day of employment.
Physical and Mental Demands
Physical: ability to stand, walk, sit, talk and hear; use hands; reach; lift up to 50 pounds; vision requirements. Mental: written and oral communication; analyze problems; meet deadlines; interact with staff and stakeholders.
Background Clearance
All positions require background/education checks, DMV checks, NSOR, exclusion and debarment checks prior to hire and periodically as required by funding sources. California Start law requires background checks for certain licensed facilities; obtain clearance and related forms prior to first day of employment.
Transportation
Must have a valid California Driver’s License, use of a personal vehicle daily, and a motor vehicle record acceptable to MAAC’s insurer. Incumbents will be enrolled in the California DMV Pull Program.
