Overview
Under limited supervision, performs administrative and professional work in support of a variety of Human Resources benefits programs. Position is responsible for coordinating various human resources functions and may work individually or as part of a team. Functional areas may include record retention, benefits administration, Hybrid short/long term disability, COBRA and FMLA administration, and retirement counseling. Work involves administering, evaluating and analyzing the county’s benefit program, assisting with policy/procedure development and assisting in preparing and submitting required reports to state/federal agencies. Employees in this classification are considered entry level and will be exposed to and learning multiple Human Resource programs while providing assistance to County employees.
Essential Functions of the Position
- Performs general/clerical tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc.
- Updating and assisting with changes with various county vendors such as VRS, health insurance, dental insurance, and vision, etc.
- Provides information, guidance, and assistance to employees, retirees, department managers, constitutional officials, or other individuals regarding personnel benefits
- Assist with open enrollment; receives, tracks, and processes open enrollment changes; creates and distributes publications to notify employees of open enrollment period.
- Assists employees in resolution of health insurance claim problems.
- Assists with specialized events including employee picnic, employee motivation and recognition activities, and Employee Service Awards.
- Schedules meetings with County benefit vendors (such as Virginia Retirement System (VRS), VOYA, etc.); sets up appointment schedules for representatives; sends reminders for individual appointments.
- Maintains high level of confidentiality of departmental issues and documentation.
- Assist in verifications of employment.
- Assists with the preparation and distribution of correspondence, flyers, and newsletters.
- Maintains a comprehensive knowledge of currents laws and regulations.
- Provides guidance and assistance to all level of employees.
- Cordially and effectively interacts and communicates with various groups and individuals such as Human Resources Director, County employees, Finance Department staff members, Third -party Benefit Administrators, private vendors, Optional Product representatives, retirees, and the public.
- Maintains and ensures compliance of all personnel files.
- Performs other related duties as assigned.
Required Skills, Knowledge and Abilities
- Knowledge of other general human resources functions, including employee recruitment, selection, employment, as well as employee relations.
- Knowledge of proper English usage, punctuation, spelling, and grammar.
- Knowledge of modern office practices and technology; has skill in the use of computers for word processing, data processing and records management.
- Knowledge of the terminology and various professional languages used within the department.
- Knowledge of how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.
- Knowledge of how to react calmly and quickly in emergency situations.
- Knowledge of the occupational hazards and safety precautions.
- Ability to develop and maintain a positive rapport with employees.
- Ability to take the initiative to complete the duties of the position without the need of direct supervision.
- Ability to learn and utilize new skills and information to improve job performance and efficiency.
- Ability to learn and understand relatively complex principles and techniques; to make routine independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.
Pay Range
$35,000 -$45,000- DOE
Education, Experience and Training
- High school diploma supplemented with related clerical or administrative experience OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities plus one year of experience working in a fast paced, customer service-oriented environment.
Additional Requirements
- Proficiency in Microsoft Word, Microsoft Excel.
Working Conditions
- Environmental: The work is regularly performed in a dynamic environment that requires the need to be sensitive to change and responsive to changing goals, priorities, and needs. The department is currently open to the public Monday through Friday from 8:30 a.m. until 5:00 p.m. This position will require a flexible schedule to accommodate the needs of the Department and the County to include evening, weekend and occasional holiday hours.
- Physical Effort: The work requires the ability to exert minimal but not constant physical effort to perform sedentary type work, typically involving some combination of fingering, grasping, hearing, mental acuity, repetitive motion, speaking, standing, talking, visual acuity and walking. The work requires the ability to operate a variety of automated office machines and equipment, which includes a computer, printer, multi-line telephone, copier, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must be able to lift and/or carry weights of up to twenty pounds.
- Hazards: Employee is subject to normal inside Environmental Conditions: Employee may be required to work in an outdoor setting for brief periods of time and/or operate an automobile on occasion.
Special Conditions or Requirements
- Must be willing to submit to a criminal background and Motor Vehicles record check.
- Must consent to drug testing consistent with Louisa County’s Drug-Free Workplace Policy.
- Must possess a valid Virginia Driver’s License.
- Must maintain a driving record consistent with insurance industry standards in order to drive a county vehicle.
- Must serve a twelve (12) month probationary period.
