Department Marketing Statement
The Project Delivery team within the Office of Infrastructure is seeking two accomplished and inclusive leaders to serve as Directors, each overseeing a multidisciplinary group and responsible for executing a diverse portfolio of engineering and construction projects under our Capital Improvement Program. These projects¿ranging from rehabilitation to new construction¿are essential to maintaining and enhancing our organization¿s infrastructure.
In this role, you will provide strategic oversight and operational leadership across all phases of project delivery. We¿re looking for candidates with a background in Construction Project Management with a strong emphasis in Project Controls. Your ability to interpret financial and scheduling data, anticipate challenges, and guide teams through complex decision-making will be key to successful outcomes. Your leadership will be instrumental in guiding teams and contractors through all phases of the project life cycle, ensuring that scope compliance, schedule, budget, safety and risk are actively managed and align with strategic objectives. Experience in active transportation environments is beneficial but not required.
This role is less technical and more focused on strategic execution, team empowerment, and cross-functional collaboration. Minimum Qualifications
Education
Bachelor's Degree in Engineering, Construction Management, Project Management, Business, or a related field of study.
In lieu of a Bachelor's degree, a high school diploma/GED and four (4) years of experience with project budget and schedule control; and/or engineering design and construction projects, to include construction management, contract administration, change control negotiations, regulatory compliance, document control, and stakeholder interaction, in addition the minimum experience stated below, will be considered.
Experience
Minimum of ten (10) years of relevant experience such as project budget and schedule control; and/or engineering design and construction projects, to include construction management, contract administration, change control negotiations, regulatory compliance, document control, and/or successful stakeholder interaction.
Certification/Licensure

Job Summary
The Director, Capital Improvement Programs (CIP) leads the implementation and delivery of a portfolio of improvement and rehabilitation projects supporting the Authority. The incumbent oversees the development of program reporting and frequently presents progress and challenges to senior leadership. The incumbent fulfills strategic executive responsibilities and is accountable for program implementation in accordance with applicable rules, regulations, and stakeholder requirements. Responsibilities include decision making and leadership to ensure effective operations and program sustainability, compliant human resource management, and ensuring that the department's budget and resource plan are aligned with program needs. The incumbent leads or manages stakeholder communication and engagement initiatives.
Essential Functions
Directs the planning, management, development, and administration of WMATA¿s Capital Improvement Program related to bus and rail systems, right-of-way and/or fixed facilities from project development to implementation, commissioning and turnover.
Develops short- and long- range comprehensive implementation plans and collaborates extensively with planning, engineering and operating departments to ensure project implementation and delivery meets stakeholder requirements and is compliant with applicable regulations, policies and procedures.
Makes recommendations to improve policies, procedures, and opportunities to support business continuity and operational efficiencies. Expedites day-to-day decision making, develops and executes implementation plans and acts to correct deficiencies.
Leads, directs and builds teams of colleagues, consultants and staff.
As a project management expert, monitors, oversees and manages program budgets, resource and contract acquisition planning, project scope and controls, design, construction, contract administration, and close-out.
Develops, presents and implements lessons learned. Manages and oversees the orderly transition of the completed projects to operating departments, operating entities, external stakeholders and/or asset owners.
Communicates effectively with senior leadership on all aspects of assigned portfolio; articulates impacts on transit operations and maintenance and recommends solutions tailored to unique situations and problems that arise.
Mentors project managers and other team members and models accountability and teamwork by providing guidance on best practices, application of relevant policy to ensure effective contract administration and change and risk management. Collaborates with the Office of General Counsel to protect WMATA¿s interests.
Leads the resolution of construction and engineering issues; makes key decisions to ensure that projects are completed on time and within budget, monitoring construction progress on site through site visits and field inspections; reviews safety practices and procedures and identifies areas for improvement.
Continuously monitors project safety data and makes decisions to address project risk including risks related to compliance and conformance with applicable safety and security requirements.
Interfaces / communicates directly with external stakeholders; delivers progress and other related reports and presentations to the General Manager, Jurisdictional authorities, WMATA Board of Directors, and other relevant entities. Responds or prepares responses to Congressional inquiries, inspector general investigations, and regulatory entities.
Other Functions
Maintains current knowledge of industry trends and makes recommendations to include new technology and methods in out-year design and cost planning.
Maintains up to date knowledge of applicable regulations, requirements, industry standard project delivery methods and utilizes available technology and tools to assure accountability and transparency for senior management and stakeholders.
Establishes trusted and respectful working relationships with internal/external stakeholders. Interacts with public and private entities and negotiates development of transportation solutions and long-term sustainability needs. Responds to community inquiries.
Directs, manages, and supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided. Maintains sound employee/union relations while upholding the rights and interest of management. Establishes work plans for subordinates against which they will be measured and conducts performance evaluations of subordinates based on these work plans.
Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
