Sierra7, Inc. is seeking an experienced Business (Analyst) Manager to provide leadership and oversight of business analysis activities in support of the Department of Veterans Affairs (VA) Veteran Experience Services (VES) Eligibility and Enrollment 2.0 program initiative. This role will ensure business requirements are effectively captured, analyzed, and translated into technical and operational solutions that enhance the Veteran experience while improving accuracy, efficiency, and compliance across enrollment processes. This person will coordinate with program stakeholders and serve as a primary liaison between business operations and technical development teams.

This position is hybrid. It is primarily remote with occasional commuting to client locations in the DC/VA/MD area.

Position Responsibilities:

• Lead and manage business analysis activities across the E&E 2.0 program to ensure requirements are aligned with program goals and VA priorities.
• Oversee development of business requirements documents, user stories, use cases, and process workflows.
• Ensure effective collaboration between analysts, program managers, product owners, and technical teams to validate requirements and ensure traceability.
• Facilitate requirements workshops, stakeholder interviews, and working groups to capture and refine business needs.
• Serve as a point of escalation for complex requirements issues and conflicts, ensuring timely resolution.
• Provide support and guidance on best practices, tools, and methodologies.
• Support governance processes by ensuring requirements are documented, prioritized, and approved in alignment with program objectives.
• Partner with QA and testing teams to ensure requirements are fully validated and met during solution implementation.
• Track and report on progress of requirements management activities, providing transparency to senior leadership and VA stakeholders.
• Identify opportunities for process improvements and recommend enhancements to streamline Veteran eligibility and enrollment experiences.
• Performs other duties as assigned.

Requirements

• Demonstrated experience leading business analysis in large-scale federal IT or transformation programs.
• Strong knowledge of requirements management methodologies (Agile, SAFe, or hybrid environments).
• Excellent stakeholder engagement and communication skills with ability to bridge business and technical perspectives.
• Proficiency with requirements management and collaboration tools (e.g., JIRA, Confluence, DOORS, Trello, or similar).
• Prior experience working with the Department of Veterans Affairs or Veteran-focused programs, desired.
• Knowledge of healthcare eligibility and enrollment processes and related regulatory requirements, a strong plus.
• Familiarity with 508 Compliance, desired
• Must be able to effectively communicate in person, over video conferencing, and by phone.
• The ability to operate in a high stress environment.
• Must be able to obtain government public trust.
• Occasional travel may be required to government sites or for stakeholder meetings.

Education & Experience:

• Bachelor's degree in business administration, information systems, or related field - (8 years' experience and/or a relevant certification may be considered in lieu of degree)
• 3-5 years of business analysis experience in software engineering, with 1-2 years in management or leadership role.
• Professional certifications such as CBAP, PMI-PBA, CSM, SAFe Agilist, or equivalent, a plus.
