Under the general direction of the Plant Manager, the incumbent is responsible for plant engineering, operations & maintenance support, and project management. The Plant Engineer serves as a resource for plant personnel to assist in the safe, effective, and efficient operation of the facility.

Oswego Harbor Power is a 1,617 MW steam generating facility located in Oswego, New York. Primarily consisting of (2) Foster Wheeler Boilers; (2) Westinghouse Steam Turbines; and (2) Westinghouse Generators, including all associated gas and electrical interconnection systems and facilities and other associated equipment, systems, and structures; oil storage, water treatment, cooling, supply, and discharge systems; plant auxiliary and support facilities.The boilers primarily use #6 fuel oil and operate as peaking units in the NYISO market.

Essential Duties and Responsibilities

Responsible for understanding the plant design and Management of Change (MOC) program. Engineer, design, and justify plant modifications and improvements. Investigate equipment failures and own Root Cause Analysis program. Develop and maintain relationships with original equipment manufacturer representatives. Make informed decisions on engineering issues and methods that are cost effective and of high quality. Supports the regulatory Compliance Specialist in all NERC, Regional Reliability Entity, and EIA issues impacting facility operations. Develops works scopes, obtains quotes, and enters purchase requisitions as needed. Oversees contractor and vendor tasks and adherence to corporate programs. Develop and maintain plant performance and efficiency analysis tools and reports findings to the Plant Manager. Maintain technical library and drawings to ensure that all necessary reference materials are available and up to date. Prepare capital project budgets for approval and administer the project budget. Plan and coordinates plant maintenance as required to maximize plant availability and optimize cost effectiveness. Prepares accurate plant documentation, to assure proper historical records and reporting of plant maintenance is completed. Promotes and works with others in a team environment. Reviews maintenance and inspection reports and makes recommendations for repairs, overhauls, or upgrades. Assists with operations/maintenance training and qualification programs. Must make expeditious appropriate decision to non-routine plant maintenance situations. Utilizes the plant CMMS system, issues preventative/predictive and corrective work orders for completion. Provides support in development of work scopes associated with scheduled and non-scheduled outages. Provides emergency 24-hour on-call support. Development of specifications for equipment and materials as required in support of facility projects. Other duties as assigned. Requirements

Bachelor's degree in engineering or related field, or the equivalent in training or experience. Prefer a minimum of 10 years' experience in power plant operations and maintenance. Extensive knowledge of steam systems, rotating equipment, Bailey Control systems, thermal performance, vibration analysis, high energy piping, and electrical systems is preferred. Experience with operations and maintenance of steam turbines, generators, electronic controls, and monitoring devices. Proficiency with personal computers, including Excel and OSI/PI. Demonstrated experience indicating effective communication skills, analytic ability, detail orientation, and ability to make decisions and meet deadlines. Driving on company business is a requirement of this position and as such, the incumbent shall have and maintain a valid driver's license. Performs repetitive and non-repetitive physical duties. Requiring lifts (up to 50 lbs), pushing, pulling, stretching, bending, climbing, and working in awkward positions.
