TITLE: Grants and Contracts Manager
DEPARTMENT: Grants & Community Initiatives Department
REPORTS TO: Director of Grants & Community Initiatives
SALARY: Part-time employee. $25.00-$30.00 per hour depending on experience, non-exempt employee. Grant funded position; employment not guaranteed beyond grant period of June 30, 2026.
NATURE OF WORK
Performs responsible supervisory, administrative, and complex analytical, financial, and budgetary work related to the specialized field of governmental grants and financial assistance. Duties are varied and require independent action in devising new methods and procedures. Inattention, carelessness or lack of judgment may cause considerable financial loss or a comparable loss of prestige to the City of Airway Heights. Employee has regular contact with both inside and outside sources involving interpretation and enforcement of department policies, and federal and state laws. Duties are sedentary in nature, performed under normal working conditions and require close attention to prevent errors.
SUPERVISION
Employee plans and arranges own work under the general direction of the Director of Grants & Community Initiatives. Will perform varied and specialized duties related to the accounting and administration of grant and financial assistance programs.
JOB DUTIES: Duties and responsibilities may include, but are not limited to, the following:
Comprehensive fiscal processes, procedures and controls for fulfillment of, and compliance with, applicable regulations; Budget development and management of grant and financial assistance applications, awards and programs, including associated match; Development of revenue and expenditure projections, such as budget reports and data; Preparation of required grant-related financial reports, such as Tangible Personal Property Reports (SF-429), in accordance with established deadlines; Monitoring grant expenditures and revenues to verify compliance with award terms and to ensure an appropriate audit trail is available upon request; Provides counseling services and assistance with annual budget development, including cash flow analysis and forecasting, for departments that receive funding from grant and financial assistance awards. Directs and participates in the contract management of subrecipient agencies that receive grant funding, which includes the following responsibilities:
Review and approval of the agency budget for disbursement of funds, and oversees agency payments; Risk assessments and fiscal monitoring for agencies with complex cost allocation plans or other high risk financial systems, and provides recommendations in determining corrective action to the Director of Grants & Community Initiatives Director and other department directors; Provides technical assistance to the agency, in conjunction with their grant program managers, to ensure compliance with regulations. Coordinates with department directors, project managers, and finance department to determine office procedures for expediting workflow and preparing reimbursement invoices and grant reports.
Audits various documents, such as financial reports and supportive materials, to ensure they are complete and that they conform to uniform accounting requirements and program regulations, goals and objectives. Monitors and approves fiscal reports, receipts, and invoices and to ensure the following: timely submission, adequate maintenance of budgetary constraints/controls, and compliance with generally accepted accounting practices and City, State, and Federal regulations. Tracks grant reimbursements and forecasting to identify the need for adjustments and ensure recovery of direct and indirect costs, as well as compliance with award terms and conditions. Analyzes and makes recommendations for the resolution of financial compliance issues, such as violations of contract provisions and/or policies and procedures. Develops and manages systems and processes for time and effort tracking and other cost recovery allocations in conjunction with the Grants & Community Initiatives Director, department directors, and project managers. Provides financial information to the finance department in compliance with State and Federal audits, fiscal representative of State and Federal agencies, or others as requested and provides technical assistance for the resolution of issues with pre- or post- award grants. Knowledge of the Code of Federal Regulations (CFR), Office of Management and Budget (OMB) Circulars A-133, A-87, and other circulars related to administrative and cost principles for local governments and nonprofit organizations. Knowledge of principles and techniques of office management and organization to plan, assign, and coordinate staff activities, including the development of effective training programs on laws, policies, and procedures pertaining to grants contract administration and financial assistance awards. Knowledge of terminology, classifications, and definitions applicable to federal financial assistance awards. Knowledge of governmental funding cycles, systems, and processes. Ability to establish and maintain effective working relationships with grant/contract managers. Clear written and oral communication with supervisor, coworkers, funding agencies, and community partners. Able to work independently and as part of a team. PHYSICAL REQUIREMENTS
Ability to read fine print, such as legal documents, and text displayed on a computer monitor. Proficient in Microsoft Office applications such as Word, Excel, and PowerPoint Ability to communicate on the telephone and in person. Ability to move about the office to accomplish tasks. Ability to operate a variety of standard office equipment, such as computers and scanners. Ability to occasionally lift and carry materials, such as boxes weighing up to 10 lbs. JOB CONDITIONS
The Grants and Contracts Manager will have a hybrid position, working from a combination of city department buildings, the Hope Center in Airway Heights, and community settings as required.
Typical work schedule will be Tuesday - Friday, between the hours of 8:00 am - 5:00 pm, no more than 30 hours per week. Regular working hours may vary.
QUALIFICATIONS
Experience in grant or contract administration, fund accounting, or a closely related field preferred. Must pass a Background Check. Current Washington Driver's License and reliable transportation.
