Job Description:
SUMMARY
This is professional and moderately complex technical work analyzing, designing, implementing and maintaining departmental automated/computerized systems.
Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished by its advanced technical and operational skills.

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Analyzes, designs, identifies, prioritizes, and resolves reported problems including data, account administration, email, desktop, and application issues.
Evaluates hardware/software needs and training/documentation.
Designs, implements and administers automated/computerized systems, such as SCADA, Outage Management, EMS, Geographic Information Systems, computer aided dispatch systems and work management and tracking systems.
Performs needs assessments at departmental level.
Produces data, information and reports.
Corrects program errors or affects modifications of departmental automated/computerized systems by revising coded instructions or altering the sequence of operations.
Communicates with vendors to evaluate new hardware and software solutions, and to discuss existing problems and issues.
Performs in-house technical training for users.
Develops and writes computer programs for input and retrieval of specific documents, data, and information.
Configures departmental software applications and servers to ensure high availability.
Designs user interfaces, applying graphic and creative artistic skills
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May require on-call responsibilities.
May require after-hours and weekend responsibilities.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor degree from an accredited college or university with major course work in information technology, computer sciences, computer programming, information science, networks, system engineering and three(3) years of progressively responsible Information Technology experience relevant to the needs and subject matter of the hiring department , or An Associate degree from an accredited college or university with major course work in information technology, computer sciences, computer programming, information sciences or system engineering, and five (5) years of progressively responsible Information Technology experience relevant to the needs and subject matter of the hiring department, or
Graduation from high school or possession of an acceptable equivalency diploma, and current generally accepted certification in an IT area of expertise , and five (5) years of Information Technology experience or an equivalent combination of education, training and experience which provide the required knowledge, ability, and skills. Certification and experience must be relevant to the needs and subject matter of the hiring department.
Candidates with Bachelor or Associate degrees may be able to apply active certification from an industry accepted licensing organization in database, network, security management and implementation, or department specific software toward experience requirements.
Applicants assigned to Police or Fire must have no conviction of a felony or a misdemeanor involving moral character, perjury, or making false statements; nor after July 1, 1981, have pled guilty or nolo contendre to, or have been found guilty of any such crimes. Applicant's current lifestyle and recent history must be free of illicit or illegal drug use.
