Basic Purpose

Positions in this family are responsible for planning, managing, organizing, supervising, and coordinating Geographic Information Systems (GIS) functions. These individuals will be responsible for overseeing program needs and ensuring that adequate resources are available to meet the GIS needs for an agency.

Typical Functions

Directs and coordinates departmental or agency-wide geographic information systems (GIS) functions. Plans, coordinates and facilitates GIS projects and activities, directing or performing related administrative fiscal functions, and integrating GIS technology throughout the agency. Supervises assigned professional and/or technical staff engaged in tasks relating to GIS technology. Develops or assists in the development of policies and regulations and recommends procedures to increase program effectiveness. Provides consultation and technical assistance to other areas inside and outside of the agency, and assists the public and other customers in understanding the information presented. Contributes spatial data to a statewide clearing house that facilitates the sharing of data, improving agency services/operations through the use of spatial technology, and providing advice on data acquisitions. Serves as the expert on spatial technology matters and as a representative on external committees and work groups. Creates, adopts and modifies GIS standards and procedures. Seeks out funding sources, GIS development opportunities and data sources. Directs GIS activities and regularly advises management on the status of projects, and the progress towards meeting all deadlines.

Level Descriptor

At this level incumbents perform various managerial duties as a principal assistant to the head of a division. Incumbents at this level will be responsible for assisting in the planning and directing of the activities of a division.

Education and Experience

Education and Experience requirements at this level consist of a bachelor's degree in geographic information systems (GIS), geography, geology, cartography, archaeology, anthropology, natural resources, computer science, engineering, environmental science or a closely related field and five years of professional level experience in GIS systems work, two of which were in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one year of technical experience in GIS work for each year of the required education; or a master's degree in geographic information systems (GIS), geography, geology, cartography, archaeology, anthropology, natural resources, computer science, engineering, environmental science and four years of professional level experience in GIS work, two of which were in a supervisory or administrative capacity.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of geographic information systems and their development and use in state government; of current trends in the field of GIS; of GIS software and its capabilities; and of project management. Ability is required to direct, train and evaluate personnel; to establish and maintain effective, professional working relationships with others; to communicate effectively both verbally and in writing; to develop and implement training programs; to analyze complex and challenging situations; to manage multiple projects simultaneously; and to assist in the planning and directing of the activities of a division.
