POSITION SUMMARY:

Provides assistance in the purchase of goods and services in accordance with applicable laws, rules, regulations, and policies of Clayton County Public School District, the State of Georgia, and the federal government. Develops, evaluates, negotiates, and administers contracts for quality products and services at the best price to the lowest, responsive, and responsible bidder. This position reports to the Director of Purchasing.

KEY RESPONSIBILITIES: Monitors full life cycle of the competitive bidding process. Advises and assists customers (schools and departments). Researches existing needs to develop bid specifications and determines current market availability. Prepares invitations for bids, conducts pre-bid conferences and public bid openings; reviews bids and awards contracts. Reviews requisitions for the purchase of materials, supplies, equipment, and services; ensures purchases are in compliance with District Board Purchasing Policy and Purchasing Procedures. Prepares, awards, and monitors contracts to ensure compliance by vendors and internal customers. Monitors vendor performance, resolves issues related to contracts including, but not limited to, price and quality disputes, non-performance and modifications. Ensures annual compliance for licenses and insurance; Prepares submission report to be included on monthly board report as needed. Provides customer service and training for the general public, vendors, Accounts Payable, and other District personnel. Conducts quarterly training classes for bookkeepers on purchasing procedures. Participates in "How to do Business with CCPS" Conferences. All other duties, as assigned and required, in order to perform the above services.

KEY JOB REQUIREMENTS:

High School Diploma or GED required. Associate's degree

preferred.

Minimum of three (3) years of experience in a procurement-related position in a K-12 public school environment or large corporation setting required.

Requires District coordination; makes recommendations, which affect the District's students and employees. Quality products and services delivered on time to the schools/department.

Certified Professional Public Buyer (CPPB) preferred.

Moderate impact regarding type of solicitation to be utilized; determination of best value, low bidder, etc. Supervisor is available to review established broad objectives.

Requires regular, frequent contact with internal personnel of influence and decision-making responsibility to discuss issues of moderate importance. Excellent interpersonal skills are required for working with inter-organizational teams.

Applies, recommends, and implements technology solutions to improve the effectiveness of District objectives.

Normal office setting. May require moderate travel across the District with occasional travel for off-site training.

Light duty - On most occasions sitting at a desk or table; intermittently sitting, standing, or stooping Light lifting or carrying 20 lbs. or less.

NOTE: This is a grade 23, 225-day position that pays for experience up to a Step 4.
