$25.56 - $31.95 Performs entry-level to semi-advanced analytical and technical work supporting the County's computer programming needs in support of the enterprise GIS system. Work involves entry-level to advanced typical recurring and ad-hoc GIS tasks to include (but not limited to): spatial analysis, data cultivation/preparation, presentation design, map publishing using basic cartographic principles, records keeping, web data configuration and the basic use of programming/scripting to design, develop, implement, and document online and automated computer applications. Designs, develops, implements, and documents online computer applications and assists with maintaining existing systems. Uses a variety of programming resources including ArcObjects, ArcGIS ModelBuilder, HTML, JavaScript, VB .Net, SQL, Arcade, and Python. Note: Position level and salary will be dependent on qualifications (DOQ). Working Conditions Typical indoor office environment. Occasional outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. High noise environment while performing certain responsibilities. Lifting objects up to 25 lbs. alone; up to 50 lbs. with assistance. Essential Functions:

Area of Assignment - Public Safety, Administration: This position plays a critical role in supporting Public Safety Administration by maintaining and updating Manatee Countys GIS (Geographic Information Systems) databases and technology systems across all Public Safety divisions, including Administration, Beach Patrol/Water Safety, Code Enforcement, Emergency Medical Services, Emergency Management, and Emergency Communications. Key responsibilities include publishing new digital maps, meeting the technology and GIS mapping needs of all divisions, and performing professional, technical, and analytical work. The incumbent uses mapping software to analyze spatial data and produce both digital and printed maps. This role requires: Broad knowledge of geospatial and information technology; Familiarity with Public Safety business practices; Direct interaction with internal and external stakeholders to understand operational procedures and implement GIS/technology changes that improve workflows and data quality. The focus of this position is to deliver accurate, timely data and information to keep decision-makers well-informed. Assignments may include after-hours work, on-call duties, scheduled maintenance, special projects, emergencies, and disaster response. Work under the direction of division staff and department GIS coordinator to develop new systems, workflows, and enhancements to existing systems workflows. Coordinate with users to discuss problems and system/process modifications; research, troubleshoot, and correct system/process problems. Develop applications using GIS to assist transportation professionals in decision making. Perform Geographic Information Systems (GIS) based spatial analysis. Create routine and specialized maps. Perform GIS duties related to digitizing, geocoding, feature class creation and GIS programming/scripting. Data processing for relational databases utilizing SQL. Provide for optimum utilization of applications and analyses alternate options. Prepare geoprocessing scripts (Python, JavaScript, SQL) to automate internal processes. Develop visualizations, create, and edit geodatabases, and assist with GIS tasks for other Public Works Department needs. Make final recommendations for new software and assists with implementation of new software packages, technologies, or programming. Performs other related work (including weather or other extreme emergency duties) as required. Equivalent combinations of education and experience may be considered. Valid driver's license required with valid Florida driver license required within 30 days of hire. GIS Analyst I Associate degree from an accredited college, supplemented with major course work in computer science, geography or environmental science or related field. GIS Analyst II Bachelor's degree from an accredited college supplemented with major course work in computer science, geography or environmental science or related field. Two (2) or more years of work experience in GIS or information technology systems analysis and programming. GIS Analyst III Bachelor's degree from an accredited college, supplemented with major course work in computer science, geography or environmental science or related field. Minimum of four (4) years work experience in the areas of information technology systems analysis and programming, with at least three (3) years working with GIS and spatially database workflows. Experience in directing team projects to successful completion and providing stable documented GIS products. Knowledge, Skills, and Abilities: Basic to advanced knowledge of geographic concepts, techniques, coordinate systems, spatial analysis, relational databases, and SQL. Basic to advanced knowledge of cartographic techniques and map production. Basic to advanced knowledge of GIS software, ESRI software/solutions, web GIS, and programming (web-based and GIS). #J-18808-Ljbffr
