Performs complex geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation related activities or projects. Work requires contact with governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties
Assists in the creation of custom tools and applications using Python, HTML/JavaScript/CSS, SQL and/or other coding languages. Collects global positioning system (GPS) data and converts GPS data into GIS datasets. Collects, prepares, digitizes and codes spatial data into GIS format. Conducts mapping research to ensure accurate use of data and resolve conflicting information. Converts GPS data into GIS datasets. Creates and maintains cartographic products using ArcGIS. Creates, maintains and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software. Develops and coordinates training curriculums and/or trains technical staff. Develops and maintains links between attributes and other databases. Uses linear referencing to update and maintain the roadway network and attributes. Digitizes and maintains roadway line work and attributes, basemap layers, and administrative polygon boundaries. Follows documented workflows, standard operating procedures and best practices to consistently produce high-quality data with minimal errors or corrections. Research new software and/or techniques for improving performance or processes. Digitizes parcels polygons from deed records using ArcGIS COGO and maintains parcel fabric or land information systems. Georeferences scanned paper maps for feature extraction. Converts CAD and other map formats into ArcGIS formats. Creates and updates documentation including standard operating procedures, project plans, wiki pages, metadata, etc. Generates reports and produces graphic products. Interprets source documents, such as engineering plans, plot maps and legal descriptions. Provides support, coordination and advice in the development, implementation and maintenance of projects and programs. Represents the organization at meetings and other forums. Performs other job responsibilities as assigned. Minimum Qualifications
Education : Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience : GIS Analyst I -

1 YEAR Using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis (Experience can be satisfied by fulltime or prorated part time equivalent) Competencies: Considerable knowledge of Methods, processes and tools used in the analysis of business processes and for the rapid development of software applications Cartography Coordinate systems and map projections GIS data collection Surveying/mapping methods, materials and publication procedures Program/project planning, development, and management methodologies GIS/GPS concepts and fundamentals Applicable computer programming techniques and languages Applicable computer software applications and hardware Proficient skill in Planning, directing, coordinating and leading the work of others Analyzing and organizing business and technical data Developing and giving presentations Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions Maintaining effective working relationships with others Preparing plans, maps and surveys Some skills in Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions.
