Labor Compliance Specialist

at our Sacramento, CA office. The Labor Compliance Specialist provides compliance support for project start-up, prevailing wage, and specific labor compliance activities. Responsibilities

Job Start Up

Participate in pre-construction meetings and project check-ins. Review new projects for compliance and certified payroll information. Inform HR and payroll teams of new projects and any labor compliance items to be reviewed. Complete, submit, and file all compliance documents (DAS140/142, Fringe Benefit Statements, etc.) required by the project, along with Royal job policy documents (work classifications, travel policies).

Prevailing Wage

Verify and audit wage rates, fringe benefits, phase codes, and labor performed to ensure all certified time is included in certified payroll reports and employees are paid correctly per prevailing wage rates and union agreements. Initiate corrective action if reports are non-compliant. Maintain current prevailing wage determinations in job folders and update BID and CO spreadsheets when new determinations are published. Supervise weekly submission of Royals certified payroll reports for each prevailing wage project. Monitor apprentice ratio, skilled and trained status, and local hire compliance; report non-compliance with field supervision and workforce team. Submit required reporting to customers related to ratios, skilled and trained status, and local hiring.

Subcontractor Compliance

Ensure subcontractors receive project compliance requirements and submit timely and correct certified payrolls and compliance documents. Advise the accounting department of subcontractor compliance status. Provide Royal customers with subcontractor payroll reports and documents in a timely manner.

Miscellaneous Duties

Complete miscellaneous projects as assigned.

Qualifications

3+ years of experience working with labor compliance, prevailing wage/public works/project labor agreements. Experience and knowledge of employment practices in the construction industry. Knowledge of Davis-Bacon Act and state/local prevailing wage laws. Knowledge of California Public Works Apprenticeship requirements and California Skilled and Trained Workforce requirements. Excellent verbal and written communication skills. Strong analytical and auditing skills. Detail-oriented and well organized. Excellent problem-solving and decision-making skills. Ability to work effectively with all construction groups, internally and externally, including management, owners, trades, vendors, and subs. Ability to work independently and in a team environment; escalate questions and concerns when needed. Compliance with safety standards and procedures; willingness to wear proper PPE on jobsites. Salary & Benefits

Salary Range:
