Duties Description The Office of the New York State Attorney General is seeking an energy systems scientist and environmental economist to join a multidisciplinary team of environmental scientists in the Environmental Protection Bureau (EPB) as an Environmental Scientist 3. EPB scientists work with environmental lawyers developing affirmative cases and enforcing New York State environmental laws. EPB scientists also work with lawyers defending New York laws against legal challenges. Strong written and oral communication skills are required.DUTIES• Conducts, manages, and oversees technical investigations and analyses in support of litigation activities and policy initiatives regarding energy systems, economic analyses, and regulatory issues. • Assesses health, environmental risks, and costs associated with energy systems.• Evaluates energy usage from various New York sources and provides expertise concerning strategies to optimize efficiency, reduce costs, and support sustainability.• Reviews and analyzes research related to energy systems, environmental economics, and regulatory issues to support investigations and litigation, including impacts on disadvantaged communities.• Performs and evaluates economic analyses related to the environmental protection and use of the natural environment, such as water, air, land and renewable energy resources.• Evaluates and quantifies benefits, costs, incentives, and impacts of alternative options using economic principles and statistical techniques.• Evaluates the potential of mitigation strategies to reduce greenhouse gas emissions in New York State.• Develops valuation calculations to assign dollar values to natural resources. • Conducts cost-benefit analysis of environmental regulations.• Conducts research and analysis on environmental policies in New York State.• Reviews and analyzes scientific and technical reports in support of litigation and policy initiatives.• Identifies, retains, and supervises consulting and testifying experts.• Reviews expert reports and testimony.• Prepares memos, reports, and affidavits; assists attorneys on scientific issues; and interfaces with client agencies.PREFERRED QUALIFICATIONS• In-depth knowledge of energy systems.• Proven ability to explain energy systems both verbally and in writing to non-scientists.• Proficiency with economic analysis.• Proven ability to explain cost evaluations both verbally and in writing to non-scientists.• Working knowledge of New York State and federal regulations.• Experience in greenhouse gas accounting, life cycle assessment, and environmental metrics. • Experience in the economics of biofuels, waste management, land cleanup and other environmental technologies and industries.• Familiarity with Geographical Information Systems (GIS) applications.• Proficiency with statistics.• Comfortable engaging in projects outside of their area of expertise.
Minimum Qualifications A bachelor’s degree in the natural sciences or engineering and six years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field, one year of which must have included responsibility for the supervision of subordinate professionals or staff. In addition, one year of this experience must have been involved in environmental analysis in support of litigation. ORA master’s degree in the natural sciences or engineering and five years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field, one year of which must have included responsibility for the supervision of subordinate professionals or staff. In addition, one year of this experience must have been involved in environmental analysis in support of litigation.ORA Ph.D. in the natural sciences or engineering and three years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field, one year of which must have included responsibility for the supervision of subordinate professionals or staff. In addition, one year of this experience must have been involved in environmental analysis in support of litigation.OTHER WAYS TO QUALIFYCurrent State employee with at least one year of permanent non-competitive service as an Environmental Scientist 2, Grade 25.ORCurrent State employee with at least two years of permanent non-competitive service as an Environmental Scientist 1, Grade 23.
Additional Comments This position may be filled in Albany, Buffalo, or New York City. Positions located in New York City include an additional $4,000 per year in downstate adjustment location pay.The agency's hours of operation are Monday through Friday, between 8:30 am and 5:00 pm (37.5 hours/week). Dependent on OAG policy and subject to management discretion, this position has compressed workweek and hybrid work (option to work up to 15 hours per week at home or out of office).Careers with the State offer multiple benefits including paid vacation leave (13+ days per year), sick leave, paid State holidays off, health insurance including vision & dental, entry into the NYS retirement (pension) system, education and training, and job stability with promotional opportunities.
