The Community Development Technician provides administrative, technical, and customer service support across all divisions within the Community Development Department, including planning, zoning, permitting, building, and code compliance. This position assists the public, processes applications, coordinates with internal staff, and ensures that records and processes comply with applicable regulations and Town procedures. The role requires strong attention to detail, effective communication, and the ability to handle multiple priorities in a fast-paced environment. Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice. Essential Duties and Responsibilities:
Serve as a first point of contact for residents, contractors, developers, and other stakeholders, providing accurate information and guidance on departmental processes.
Receive, review, and process various applications (permits, zoning, planning, building, code-related) for completeness and accuracy.
Coordinate with planning, zoning, building, and code compliance staff to ensure application requirements are met.
Maintain accurate and organized records, files, and databases for departmental activities.
Assist with scheduling inspections, meetings, and hearings as needed.
Prepare correspondence, reports, and other documents in support of departmental operations.
Collect and process applicable fees; issue receipts and maintain related financial records.
Research property information using GIS, permitting software, and official records.
Respond to public inquiries in person, by phone, and by email, ensuring professional and timely communication.
Provide support for public meetings, including preparing materials and attending as required.
Stay informed on departmental policies, relevant regulations, and process updates.
Attends all assigned meetings.
Performs other duties as assigned.
NOTE: The examples of essential duties are not all-inclusive. The omission of an essential function of work does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. Minimum Qualification
High School Diploma or GED; and
Three (3) years of customer service experience. Experience in the construction industry, permitting or zoning field preferred.
Must be able to acquire any necessary certifications within 6 months of employment.

Basic principles and processes in planning, zoning, permitting, building, and code compliance.
Local, state, and federal regulations applicable to community development functions.
Departmental procedures and document workflows.
Common construction and zoning terminology.
Records management practices.
Skills in:
Providing professional and courteous customer service.
Communicating clearly and effectively, both orally and in writing.
Using Microsoft Office Suite, permitting software, GIS applications, and other relevant systems.
Performing basic mathematical calculations for fees, dimensions, and measurements.
Organizing, prioritizing, and managing multiple tasks and deadlines.
Ability to:
Interpret and apply basic departmental policies, procedures, and regulations.
Work accurately with a high level of attention to detail.
Establish and maintain positive working relationships with coworkers, other departments, and the public.
Exercise good judgment and maintain professionalism in all interactions.
Adapt to changes in priorities, procedures, and technology
Maintain reliability and work the assigned schedule.
Physical Requirements:
Task involves some physical effort in standing, bending, stooping, stretching and walking, or frequent moderate lifting (20 pounds); and standard dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment. Task may involve extended periods of time sitting at a desk, working at a computer and utilizing a phone, mouse and keyboard.
Environmental Requirements:
Task is regularly performed without exposure to adverse environmental conditions unless as directed under emergency response situations.
Sensory Requirements:
Task requires sound perception and discrimination.
Task requires visual perception and discrimination.
Task requires oral communications ability.
