Job Summary

The MnCHOICES Data and Research Coordinator functions as a senior research scientist and data strategist responsible for leading complex, cross-functional research, statistical analysis, and data integration efforts. The primary focus is to transform MnCHOICES-Minnesota's comprehensive, web-based assessment and planning tool used by counties, tribal nations, and managed care organizations to determine eligibility for Long-Term Services and Supports (LTSS)-into a fully integrated, analytically robust data source within the DHS Data Warehouse, and to develop, execute, and advise on research studies using MnCHOICES and other data. Responsibilities include:

Provide strategic leadership in linking MnCHOICES data with other key datasets to generate actionable insights that support policy development, program oversight, and data-driven decision-making Serve as a project lead of the MnCHOICES Data Workgroup and the MnCHOICES data QA workgroup and co-project lead of the Data Acquisition and Reporting Team (DART) System Governance Group, guiding the work of developers, QA analysts, data analysts, and Research and Evaluation staff Design and conduct advanced research studies and statistical analyses-such as the development of predictive algorithms, scoring tools, and analytic scales-to improve the usability, integrity, and strategic application of MnCHOICES data across DHS programs Work in close collaboration with the MnCHOICES Reports Coordinator to ensure alignment between the MnCHOICES database and reports. Together, they will coordinate data protocols and reporting methodologies to ensure consistency, accuracy, and usability across all MnCHOICES data products Qualifications

Minimum Qualifications

Three (3) years of specialized professional experience in data analytics, evaluation, and statistical reporting, including:

Designing and conducting advanced data analyses and developing data visualizations to inform decision making. Performing data cleaning, data preparation, and transformation to ensure datasets are accurate, complete, and ready for analysis. Assessing data quality, identifying integrity issues, and implementing quality assurance processes to ensure the integrity of data used in analysis. Strong communication skills, for example:

Documenting methods and processes thoroughly to ensure reproducibility and transparency, Collaborating with technical staff to translate program and policy needs into clear analytical requirements, and Translating highly technical information clearly to internal and external partners.

Bachelor's Degree in Business Analytics, Business Intelligence, Computer Science, Data Science, Statistics or related field may substitute for 1 year of experience OR Master's degree in Business Analytics, Business Intelligence, Computer Science, Data Science, Statistics or related field may substitute for 2 years of experience

Preferred Qualifications

Experience querying large-scale data warehouse systems using SQL to extract datasets. Proficiency in developing interactive dashboards using Tableau or Power BI to support strategic and operational decision-making. Knowledge of Minnesota Long-Term Services and Supports (LTSS) programs and policies. Experience with Minnesota DHS data systems (e.g., MAXIS, MMIS, MnCHOICES, SSIS) Ability to lead the development and implementation of enterprise data strategies, including reporting automation, data privacy compliance, and system interoperability. Project management skills to plan, coordinate, and execute research and reporting initiatives involving multidisciplinary teams. Experience working effectively with diverse populations and collaborating across different cultural or professional backgrounds. Additional Requirements
