Overview
The Coast Community College District Human Resources department is looking for temporary substitute support for a HR Compliance Specialist.
The HR Compliance Specialist provides highly responsible, technical, and time sensitive program coordination related to the District's reasonable accommodations processes for employees and applicants with disabilities. Coordinates ongoing efforts to ensure District compliance with the Americans with Disabilities Act (ADA), the Fair Employment and Housing Act (FEHA), and Section 504 of the Rehabilitation Act. Independently creates, researches, analyzes, documents, and follows-up on routine, complex, and confidential communications, correspondence, and other related information.
Definition:
Under general supervision, substitute employees perform a variety of work in support of a college or district program or office. Non-academic, non-classified substitute employees are appointed temporarily when recruiting to fill a permanent position or to replace classified employees who are temporarily absent from duty. Non-academic, non-classified substitute employees are not part of classified service. They are at-will employees with no entitlement rights to any position in the District. Substitute employment shall not result in the displacement of Classified personnel. Substitute non-classified employees who are appointed temporarily while the District is recruiting for the permanent position may not exceed 130 working days within a fiscal year. Substitute non-classified employees who are temporarily replacing a classified employee may not exceed 160 working days within a fiscal year. Retired CalPERS Annuitants: may not exceed 960 hours in a fiscal year.
Representative Duties:
Independently facilitates timely, thorough, and good faith interactive processes for employees and applicants with disabilities.
Independently drafting and analyzing medical questionnaires to assist the District in ensuring that appropriate information is available related to an employee/applicant's functional limitations.
Counseling individuals with disabilities and District managers related to their rights, responsibilities, and the legal framework supporting the interactive process and reasonable accommodations.
Working with employees, medical providers, and third-party consultants to obtain appropriate and clear documentation from medical professionals.
Analyze essential job functions against functional limitations (as provided by medical professionals) to assist in the identification of job impacts and for the purpose of exploring reasonable accommodations.
Acting as a neutral facilitator and resource to employees, applicants, and the District by ensuring an open, thorough, and good faith exchange of ideas and information is explored during interactive processes.
Maintaining highly organized, detailed, and accurate records and documentation related to interactive processes.
Works within human resources, risk management, benefits, and payroll functions to coordinate and monitor communications, services, timelines, and benefits for compliance with ADA, FEHA, local policies, and individual reasonable accommodation plans.
Qualifications and Physical Demands MINIMUM QUALIFICATIONS:
Education and Experience
Bachelor's degree from an accredited institution with major course content in human resources, vocational rehabilitation, or a related field and two years of experience in human resources and/or in the interpretation and application of disability regulations (i.e., ADA, Section 504 of the Rehabilitation Act, FLMA, FEHA), collective bargaining agreements, and/or other laws governing disability, discrimination; or any combination of education and experience which would provide the required equivalent qualifications for the position.

Conditions of Employment Non-academic, non-classified substitute: vacancy employees are appointed temporarily when recruiting to fill a permanent position. Non-academic, non-classified substitute: no vacancy employees replace classified employees who are temporarily absent from duty.

The hours of work and effective date of employment will be arranged with the supervisor. These are typically onsite. Typical hours are 8 am - 5 pm Monday through Friday. The assignment is anticipated to begin in September and may last 3-6 months.
Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.
