The Coast Community College District Human Resources department is seeking temporary substitute support for both Human Resources Generalist and Human Resources Generalist Senior positions. Substitute - Human Resources Generalist
coordinates and performs a wide range of administrative, technical, analytical, and consultative human resources functions for assigned areas, including but not limited to employee onboarding and offboarding, employment services transactions, and personnel records maintenance. This role requires strong organizational skills and the ability to manage onboarding appointments with timely data entry. Substitute - Human Resources Generalist Senior
coordinates and performs a variety of professional-level administrative, technical, analytical, and consultative human resources functions in assigned areas. Typical areas include employee recruitment, equal employment opportunity, and onboarding/offboarding. This role focuses on working with hiring committees and supporting EEO trainings, with attention to detail to ensure procedures are followed and to assist hiring managers in recruiting and hiring new employees. These assignments are anticipated to begin September 1, 2025 and be 20-40 hours per week for 3-6 months. Definition Under general supervision, substitute employees perform a variety of work in support of a college or district program or office. Non-academic, non-classified substitute employees are appointed temporarily when recruiting to fill a permanent position or to replace classified employees who are temporarily absent from duty. They are not part of classified service and are at-will employees. Substitute employment shall not result in the displacement of Classified personnel. Depending on the assignment, substitute employees may have limits on working days per fiscal year and other conditions (e.g., CalPERS annuitants). Representative Duties Human Resources Generalist Substitute Performs a variety of professional, technical, and analytical human resources duties in accordance with laws, procedures, and timelines. Participates in setup of electronic employee data, including pay, benefits, evaluation cycles, reporting structure, and personal data; transmits information to payroll and benefits vendors; audits and submits EPAF and related reports. Handles confidential applicant and employee information and maintains employment data, records, qualifications, and eligibility documentation related to recruitment, benefits, salary placement, and other actions. Human Resources Generalist Senior Substitute Coordinates full-cycle recruitment programs and provides guidance to applicants, interview processes, and selection committees to ensure equity and equal employment opportunity. Collaborates with hiring managers and Recruitment, Compensation and Classification Services to refine job postings and initiate online searches, outreach, and outreach strategies to attract diverse candidates. Analyzes applicant screening results, ensures EEO compliance, and refers complex or sensitive outcomes as needed. Oversees setup of computerized employee files and transmits data to payroll or benefits administrators; submits EPAF. Qualifications and Physical Demands Minimum Qualifications Human Resources Generalist Substitute:
A Bachelor's degree in business, human resources, or related discipline and three years of progressive experience in an equivalent HR function. Additional related experience may substitute for education. Other combinations of education and experience that provide equivalent qualifications may apply. Human Resources Generalist Senior Substitute:
A Bachelor's degree in business, human resources, or related discipline and five years of experience in HR. Other combinations of education and experience that provide equivalent qualifications may apply. Knowledge, skills, and abilities vary by assignment and are described in relation to the specific duties above. May require a valid driver's license. Work is performed indoors and, occasionally, outdoors with exposure to typical office environments and environmental conditions. Conditions of Employment Non-academic, non-classified substitute employees are appointed temporarily to fill vacancies or replace absent personnel. They are at-will employees and have no entitlement to any position. Hours and terms are determined by the supervisor. Typical hours are 8:00 am – 5:00 pm, Monday through Friday. Assignments are anticipated to begin in August and/or September and may last through December. Regular attendance is an essential job function.
