This position is devoted to maintaining and repairing City property, vehicles, and roads through the performance of semi-skilled and skilled labor and technical work. Incumbents perform a broad range of paraprofessional work ranging from routine to specialized skilled labor, technical repairs, or operation of heavy equipment. Incumbents may assist in training staff and serve as a lead worker over other staff. Decision-making includes how and when tasks are carried out within an operational process, limited by the selection of the process and establishment of deadlines and outcomes. Incumbents may serve as lead workers at a job site, setting up safe work zones and training and guiding less experience staff in assignments. Duties/Responsibilities: Must have the ability to safely and efficiently load/unload heavy equipment onto trailers and tow equipment to/from various jobsites and/or repair facilities. Performing vehicle and equipment pre/post trip inspections; monitoring and replenishing fluids; performing basic corrective repairs. At a minimum must be proficient in the operation of: Backhoe, Excavator, Rubber Tire Loader, and 10-ton roller. Must be able to drive dump trucks on a regular basis. Additional experience in operating jumping jack tamper, 5-ton roller, asphalt paver, and tack kettle. Performing manual labor on projects by assisting in excavation work by hand digging ditches and trenches; backfilling; compacting and leveling earth to required grade; looping asphalt; construction landscaping. Assisting in training staff and/or serving as lead worker over other staff. Assisting with traffic control device installation and flagging operations for stationary and moving work zones. Submitting neat and complete written and/or electronic records including time sheets, maintenance history report forms, pre/post trip inspection forms, and other cost records as needed. Checking and cleaning basins. Utilizing performance management system to document own work progress and performance. Performing other duties of a similar nature and level as assigned. Minimum Qualifications & Experience: High school diploma or GED equivalent. Four (4) or more years of related specialized maintenance and/or heavy equipment operation experience. Valid NC Class A Commercial Driver's License. Additional Preferred Skills: Ability to proficiently operate asphalt paver, Backhoe, Excavator, Rubber Tire Loader, 10-ton roller. Familiar with placement, setting up, and finishing of asphalt and use of hand tools required to perform these tasks. Experience digging out asphalt cuts. Experience loading/unloading heavy equipment onto trailers and towing to designated locations. Experience working outdoors in various weather conditions. Ability to utilize communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public, and others to sufficiently exchange or convey information and to receive work direction. Knowledge of DOT traffic laws and requirements applicable to heavy equipment operation. Position designated as a Group 1, meaning it is critical to emergency operations and will report to work in spite of or because of an emergency or disaster event. Subject to stand-by/recall and after hours work and work during inclement weather. Required to operate service truck and/or dump truck outfitted with plow based upon class of license possessed during winter weather operations.
