Job Title: Hydroelectric Operations Specialist Department: Utilities Classification: Non-Exempt Region: Colorado Location: Aspen Hiring Range: $35.92/hour - $40.42/hour Salary Range: $35.92/hour - $53.89/hour Position Summary: Operates and maintains the hydroelectric plants, raw water systems and associated facilities consistent with the organization's values and mission statement. Hydroelectric and Raw Water Operations: Perform operational responsibilities in hydroelectric plants, raw water systems and water campus; operate hydroelectric plants efficiently; coordinate water plant operation with City of Aspen water rights; respond to system malfunctions and take corrective action to restore hydroelectric production; operate reservoir, raw water ditch and piped systems; follow start-up, summer operations and shutdown procedures; perform in-stream flow reads and calibrate water measuring structures; respond to and correct operational problems with raw water systems; maintain facilities in a clean and professional manner. Maintenance: Perform maintenance activities for hydroelectric plants, raw water systems and water campus facilities; conduct daily inspections of electrical, mechanical and piped systems; develop and maintain maintenance programs for turbines, pumps, motors, hydraulic and electrical systems, valves, and SCADA systems; install, calibrate and troubleshoot transmitters, receivers and sensors; identify system improvements for efficiency; maintain raw water infrastructure including ditches, piping, gates, valves, reservoirs and related structures. Administrative: Perform administrative duties related to operation and maintenance; document daily hydroelectric operational checks; create and maintain logbooks for maintenance and downtime; manage technical library and spare parts inventory; satisfy permitting and licensing requirements with agencies; maintain emergency action plans and coordinate with governing agencies. Recordkeeping and Compliance: Acquire and organize raw water diversion records; submit records to the Colorado Division of Water Resources; maintain historical records of water use; assist in administering new raw water agreements; perform related administrative duties as required. Customer Service: Answer inquiries, respond to public questions and complaints, and notify appropriate personnel. Safety: Use PPE and safety training; ensure work sites have required PPE and hazards communicated; may require snow/ice removal and safety inspections on site. Qualifications
Minimum Requirements: Education: High School diploma or GED. Experience: Four (4) years in hydroelectric operations and water management; demonstrated mechanical ability with electrical and mechanical systems that support power production and water management. Technical Knowledge: Proficiency in Windows operating systems and software, PLC, Word, Excel, and Outlook; basic understanding of computers and online platforms. Licenses & Certifications: Must possess a valid Colorado driver's license or be able to obtain one within 30 days of start date. Recommend additional hydroelectric training within 24 months. Additional training/certifications may be required by the city. Note: Any combination of experience and education that provides the required abilities, knowledge, and skills may be substituted as determined by the City of Aspen. Preferred Candidate:
Ability to read and understand blueprints and electrical one-line schematics for installations and troubleshooting; strong mechanical background. Note: This position requires a physical examination and criminal background check upon hire. Employment is contingent upon passing both. Work Schedule and Environment
Position Type and Work Hours: Monday through Friday; hours may vary with workload. Evenings/Weekends/Holidays may be required; stand-by duties may be required per City policy. Stand-by: Available for 24-hour alarm response on a rotating schedule every three weeks related to power production and water management responsibilities. Stand-by compensation: One-hour regular pay for each weekday stand-by and two hours for weekend stand-by beyond normal hours. Work Environment:
Indoor water facility, hydroelectric plants, and office environment; outdoor sites at reservoirs, pipelines and other facilities; exposure to industrial machinery, high noise levels, high voltage, hazardous chemicals; may involve snow, ice, wet conditions; occasional heavy lifting and manual labor. Physical Demands:
Visual acuity, balance, bending, carrying up to 100 lb unassisted, climbing, coordination, gripping, handling, hearing, kneeling, lifting, pushing/pulling, reaching, repetitive motions, sitting, standing, stooping, talking, and walking.
