This position partners with the Transportation Business Group Strategic Pursuit Leaders to support highly visible, complex opportunities by producing winning, professional, competitive proposals. Responsibilities

Lead the full proposal lifecycle from kickoff through final production and interview, owning all deliverables and driving a smooth, efficient process. Foster a self-directed, accountable team culture by delivering high-quality, client-ready materials. Develop and manage pursuit tools (schedules, compliance matrices, templates, dashboards) using collaborative platforms; capture meeting notes and translate client priorities into a focused capture plan. Review and interpret RFPs to create clear compliance matrices that guide proposal development. Coordinate input from internal teams and external subconsultants; maintain alignment and clear communication. Track progress, manage deadlines, and adjust priorities to keep deliverables on schedule. Support content development by preparing early drafts and distilling key themes and differentiators into a capture plan. Proactively communicate workload needs and availability. Content Development & Quality

Write, edit, and format non-technical proposal content for clarity and consistency. Collaborate with specialized experts to write and visualize technical approaches and project understanding information. Develop qualifications, bios, data, forms, and terms to ensure accuracy and compliance. Support storyboarding, benefit statements, message development, project profiles, and other materials to demonstrate differentiators. Research project background and tailor content accordingly; ensure consistency, brand voice, and grammar; remove errors and redundancy. Translate risks/issues into PSOE (problem, solution, outcome, evidence) tables; work with designers to create reader-friendly visuals. Identify gaps in draft content based on planning, RFP requirements, and PSOE exercises. Visual & Layout Skills

Format documents with strong reader-friendly layout; intermediate InDesign skills with potential to advance. Engage marketing resources and coordinate with designers, data keepers, and layout artists; communicate progress to the pursuit lead. Develop draft presentations with technical leads and produce visuals that clearly communicate content. Provide direction and timely communication to achieve high-quality deliverables. Create materials such as interactive presentations and brand-specific leave-behinds. Quality Control & Compliance

Schedule and conduct content and graphics reviews; monitor progress to meet internal deadlines and quality processes. Work with Strategic Pursuit leaders to meet expectations for materials, graphics, and format. Perform technical editing and compliance checks for grammatical accuracy and RFP alignment. Continuously improve processes for producing high-quality materials. Pre-positioning & Material Management

Research project background and keep data organized; gather resumes, project information, and visuals to support proposals. Develop brand-specific materials to help team members communicate key messages; coordinate marketplace and client research with leadership. Partner with marketing to promote sector qualifications and collateral before an RFP release. Continuous Improvement & Aptitudes

Use AI tools and software to improve efficiency and quality; monitor against best practices and industry standards. Contribute to internal and external debriefs; serve as a subject-matter expert and follow HDR procedures and best practices. Qualifications & Skills

Minimum 5 years of relevant industry experience. Demonstrated self-starter with a history of completing projects with limited oversight. Experience in sales and developing effective win strategies; excellent written and verbal communication. Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint) and Adobe Creative Cloud (InDesign); experience with CRM programs (Salesforce, Oscar, Watson, Proposal Development Marketing System). Additional Items

Commitment to HDRs employee-owned culture; willing to travel ~10-20%. Reports to the Strategic Pursuits Proposal Manager Team Lead. Location & Compensation
