Employee and Labor Relations Analyst

to serve as a strategic thought partner and trusted advisor responsible for educating and training staff on labor relations principles, policies, and practices. With over 5,000 employees, 97% of whom are covered by collective bargaining agreements, this training is essential for ensuring that all employees whose responsibilities include investigating, bargaining, and decision making, which may impact another employee's wages, hours, or working conditions, understand their rights and responsibilities within the workplace and are equipped to handle any employee relations and/or labor-related issues that may arise. This work is vital to the ongoing growth and infrastructure of King County.

The Employee and Labor Relations Analyst will play a key role in supporting the organization's employee and labor relations functions and will be responsible for analyzing organizational needs, developing and delivering tailored training programs, evaluating the effectiveness of existing systems and processes, and serving as a thought partner to the TELR leadership team. The analyst will proactively anticipate challenges, recommend strategies, and act as a primary trainer, delivering impactful training for both field staff and TELR representatives by taking ownership of existing programs (such as TELR's highly successful virtual office hour program) and by developing and implementing new strategies and programs.

This recruitment will be used to fill one (1) Special Duty Assignment/Term Limited Temporary vacancies. This is a Special Duty Assignment (SDA)/Term Limited Temporary (TLT) position and is anticipated to last 2 - years with the possibility of extension. This recruitment may be used to generate a list for future Special Duty Assignment (SDA), Term Limited Temporary (TLT), and Career Service (CS) positions that may occur in this workgroup. The eligibility pool list is valid for up to 12 months from the time of posting for use at the discretion of the hiring authority.

Job Duties

and Labor Relations Analyst , you will also: Partner with the Labor Relations Manager and Labor Relations Supervisors to identify departmental needs and develop forward thinking labor relations strategies. Conduct assessments of current employee and labor relations practices to identify gaps, risks, and opportunities for improvement. Design, develop, and deliver comprehensive training programs tailored to various audiences, including supervisors and managers and labor relations representatives. Serve as primary trainer responsible for delivering engaging and effective trainings across multiple levels within the organization. Collaborate with leaders to foster a culture of respect, fairness, equity and accountability. Ensure compliance with collective bargaining agreements through training and consultation with managers and unions. Consult with the King County Prosecuting Attorney's Office as necessary. May advise on and/or conduct sensitive and complex workplace investigations to determine the validity of complaints and grievances, to include drafting investigative reports, presenting investigative findings and recommendations to decision makers, and recommending appropriate disciplinary and other corrective actions. Work collaboratively with other human resource professionals and leaders in the department to deliver outcomes that further Metro's organizational health commitments, and are equitable, defensible, and provide the best outcome for the agency. The work of this position is not transactional in nature; it requires strong critical thinking skills, including the ability to identify important considerations even when not explicitly presented. This position will require composure, and the ability to see the bigger picture while building consensus among groups that may have differing perspectives and goals.

We are looking for candidates who possess these qualifications and competencies:

Three

years or more of progressively responsible experience with employee and labor relations issues, including conducting employment workplace investigations and writing investigation reports, advising on performance management issues, interpreting and applying federal, state, and local employment rules and regulations, as well as human resources policies and procedures. Strong knowledge of employee and labor relations principles, grievance procedures, and collective bargaining processes Ability to anticipate issues, think strategically, and propose proactive solutions. Expertise in instructional design, adult learning principles, and training delivery. Exceptional facilitation skills with the ability to engage with diverse audiences. Analytical mindset with the ability to interpret data, identify trends, and translate insights into practical strategies. Excellent communication, presentation, and interpersonal skills. Strong ability to manage multiple priorities. A Bachelor's degree in a relevant field and professional-level employee and labor relations experience in a highly unionized environment or any equivalent combination of education, experience, and/or skills sufficient to perform the listed job duties. Advanced interpersonal skills and the ability to work effectively at all levels in a collaborative team environment. Comprehensive understanding of labor law and labor relations and collective bargaining principles and practices. In-depth knowledge of grievance, arbitration, and mediation proceedings. Thorough knowledge of employment-related laws and regulations. Strong presentation, facilitation, and consensus-building skills. Strong conflict resolution skills. Proven ability to handle highly confidential, sensitive, and potentially litigious issues. Thorough understanding of the principles of labor contract interpretation and administration. Demonstrated analytical, planning, and problem-solving skills. Proven oral and demonstrated strong written communication skills. A strong and proven commitment to the principles of equity and social justice. Ability to work daily in a fast-paced environment, with multiple competing priorities and sensitive situations. Proficiency in commonly used MS Office applications. Public sector experience and experience with large, unionized organizations. Supplemental Information

Work Schedule This position is non-exempt from the provisions of the Fair Labor Standards Act and overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are usually comprised of a 40-hour work week within core hours of workday, normally 6:00 a.m.-6:00 p.m., Monday through Friday. However, because Metro Transit Department includes operations 24 hours a day, seven days a week, there may be occasions where work is required outside of core business hours.

Teleworking Requirement The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within areas on able distance to their King County worksite to respond to workplace reporting requirements.
