The Safety, Security & Quality Assurance Division is seeking a seasoned expert in transit system safety and security certification to establish and lead a transformative program as our Transit System Safety & Security Certification Program Manager. The Safety, Security, & Quality Assurance (SSQA) Division's mission is to provide leadership and the highest level of support and customer focus to continuously improve Metro's safety culture and security practices to protect Metro employees, patrons and the communities we serve from harm. This recruitment will be used to fill one (1) position as either Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) with an anticipated duration through December 31, 2027. In addition, this recruitment's selection process may be used to generate an eligibility pool for future TLT/SDA positions that may occur in this classification. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority. The Transit System Safety & Security Certification Program Manager is a Strategic Planning Manager I classification. Job Duties

As the Transit System Safety & Security Certification Program Manager you will also: Develop, maintain, and execute Metro's Safety Certification Program, ensuring compliance with applicable federal, state, and local regulations. Coordinate safety certification processes, including risk assessment, hazard identification, safety requirement verification, and documentation management. Facilitate interdepartmental collaboration to integrate safety certification requirements into capital projects and operational activities. Conduct audits and reviews of safety certification documentation and procedures to ensure completeness, accuracy, and regulatory compliance. Provide guidance, training, and technical support to Metro personnel and contractors regarding safety certification processes and requirements. Maintain accurate, comprehensive records of safety certifications, reports, and related documentation to support audits and inspections. Prepare detailed reports and briefings for management and regulatory agencies on the status and outcomes of safety certification efforts. Lead and participate in meetings and committees related to safety certification, ensuring clear communication of program objectives, progress, and issues. Collect, analyze, and report on program outcomes to assess effectiveness, inform continuous improvement, and ensure lessons learned are incorporated for future projects. We are looking for candidates who have the following minimum qualifications: Deep subject matter expertise or direct working experience in transit safety risk management, transit safety management systems, transit safety certification processes, hazard identification, regulatory compliance, and risk assessment methodologies, OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work. The ability to complete all required Transportation Safety Institute (TSI) coursework within one (1) year of hire: Safety, Security, and Emergency Management Considerations for FTA Capital Projects Crime Prevention Through Environmental Design Transit System Safety and Security: Design Review The ability to obtain the Transit Safety & Security Professional certification (TSSP) or Public Transportation Safety Certification Training Program (PTSCTP) certification within one (1) year of hire. Excellent organizational and documentation skills with high attention to detail. Ability to analyze complex data and prepare clear, concise reports and recommendations. Effective interpersonal and communication skills, including the ability to collaborate and build consensus across multiple departments. Experience developing and maintaining successful working relationships with a variety of individuals from diverse backgrounds and all levels of an organization including leadership and internal and external partners. Proficiency with Microsoft Office Suite and safety management software. Highly competitive candidates will also have the following desired qualifications (not required): Bachelor's degree in Safety Management, Engineering, Transportation Planning, Public Administration, or related discipline. Advanced knowledge and skill in project management principles and oversight, methodologies and processes; skill in organizing, planning and executing multiple large-scale projects from vision through implementation and preparing detailed and appropriate project documentation. Program Management Professional Certification (PMP). Proof of successful completion of the three TSI courses listed above. Proof of valid TSSP/PTSCTP certifications. Additional associated certifications in transit safety, risk management, or related safety disciplines. Working knowledge of the operations, policies, and procedures of King County Metro Transit or transit organization of comparable size and complexity. Supplemental Information

Position Details: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Periodic site visits and travel to various operational locations and construction sites will be required. The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. The primary onsite work location will be King Street Center. Employees will have access to shared workspaces at various King County facilities.
