GIS Systems Coordinator
Under general supervision, working with the GIS Administrator, coordinates the use of GIS systems; resolves problems, upgrades applications, performs data maintenance, analyzes and modifies new and existing GIS applications to enhance the user's capability, fulfill requests for GIS services. Essential Job Functions: Manages and maintains databases, and applications. Provides technical support services for a variety of supported government agencies. Monitors GIS environment, access, security, functionality and utilization; resolves traffic, security and access problems; assures optimum performance and system integrity. Monitors GIS databases and applications; troubleshoots and resolves software and hardware problems. Monitors utilization trends to enhance performance and assure maximum uptime; performs ongoing technical tuning of GIS systems to improve performance. Consults with users to identify concerns and implement changes to improve content and service; provides recommendations for technical corrections to prevent disruption to the applications. Installs and tests patches and upgrades of the databases and applications; plans and implements backup and recovery of the databases as needed; prepares and updates technical documentation. Compiles and analyzes a variety of reports and user statistics; creates custom queries and reports as needed; coordinates the distribution of data to other government agencies, clients and users. Analyzes spatial data for geographic statistics to incorporate into documents and reports. Provides technical support and training as needed. Manages local and remote access; creates user accounts and resource access lists. Meets with departments and users to analyze operations and organization and identify technology needs; interprets concerns, defines desired results, and develops application solutions; analyzes source and content of data and reporting requirements; develops project plan and obtains approval for the design of application programming. Acts as backup to the GIS Administrator. Performs other duties as assigned or required. Qualifications: Knowledge and Skills: Knowledge of county organization, policies and procedures. Knowledge of MS Windows, SQL, PostgreSQL, data servers and storage devices. Knowledge of relational database administration principles including communications protocols, SQL applications, computer components and peripherals. Knowledge of system access and security guidelines and procedures. Knowledge of computer programming languages, technologies and protocols. Knowledge of project planning and management principles, tools and techniques. Knowledge of hardware and software troubleshooting techniques in a networked environment. Knowledge of database backup and recovery procedures and techniques. Knowledge of current trends and information sources for managing database systems. Knowledge of records management and retention best practices, as well as other governmental technologies. Knowledge of the principles of surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging. Ability to create a workplace that prioritizes customer satisfaction. Ability to effectively and efficiently manage resources, time, and finances. Ability to work effectively both as part of a team and independently. Ability to present a professional work attitude. Skill in analyzing database issues, evaluating alternatives, and making logical recommendations based on findings. Skill in installing, maintaining, modifying, and upgrading database software. Skill in managing database changes through all the stages of the development lifecycle. Skill in the use of computer hardware, software, and peripheral devices. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in the development of custom graphics and reports. Skill in project management. Skill in establishing and maintaining effective working relationships with public officials, outside agencies, County staff and the general public. Skill in effectively communicating verbally and in writing. Minimum Qualifications: Associate's Degree in Computer Science or related field; or two (2) years' experience in database administration, programming and GIS computer systems; OR equivalent combination of education, training and experience; AND successful completion of a criminal history and background check.
