Overview
Data Protection and Privacy Consultant role at ReliefWeb. This is a remote consultancy with travel to Charlotte, North Carolina, USA, for required activities. Responsibilities / Scope
Develop a comprehensive Data Governance Framework for Global Support and Development (GSD), including an Organizational Data Protection and Privacy Policy and guidance for department procedures. Map programmatic data types, uses, and flows; analyze regulatory and best practice intersections with GSD activities; identify compliance needs and risks. Draft and harmonize data protection and privacy documents; create data responsibility guidance; establish external data sharing protocols; propose organizational structure, roles, and a RACI chart. Lead socialization, testing, and orientation of new/revised policies; ensure practical adoption across departments. Deliver a consolidated Data Governance Framework with governance and accountability mechanisms; include annexes to policies and procedures. Develop a socialization plan and materials; conduct validation discussions and orientation sessions with staff. Deliverables & Timeline
Inception Report: detailed work plan, methodology, refined scope, and updated timeline. Target: mid December 2025. Interim Report: preliminary findings and recommendations. Target: March 2026. Draft Data Governance Framework: including Organizational Data Protection and Privacy Policy, Guidance for Departmental Procedures, Revised Data Responsibility Guidance, External Data Sharing Protocols; draft RACI; Target: May 2026. Socialization, Validation, and Orientation: execution of staff orientation; Target: June 2026. Final Consultancy Report: final Data Governance Framework; Target: July 2026. Follow-up Briefings, socialization, and project close-out presentation: 30-minute deck; Target: July 2026. Location & Travel
Location: Remote consultancy; required travel to GSD Headquarters in Charlotte, North Carolina, on at least three occasions: start of contract for key informant interviews, presentation of final framework, and final socialization activities. Coordination & Remuneration
The firm will report to GSD’s Information Manager. A dedicated Information team liaison will support scheduling, document access, and cross-department coordination. GSD will provide a fixed fee paid in installments upon acceptance of key deliverables: Inception Report (20%), Interim Report & Draft Framework (20%), Final Governance Framework (30%), Final Report & Socialization (30%). Qualifications & Experience
NB: This RFP is open solely to established and legally registered business entities. Proposals from individual independent contractors will not be considered. Bachelor’s degree in law (information technology / data protection / data privacy), computer science, or related fields. Ten or more years of experience in emergency preparedness or disaster risk management, with a focus on international operations. Experience in developing, implementing, and/or managing data and data policies for humanitarian organizations in an international context. Understanding of GSD’s Areas of Operation, with Caribbean experience preferred. Strong knowledge of international standards and best practices related to data protection, privacy, and data sharing; familiarity with GDPR and related frameworks. Ability to synthesize large data sets into actionable steps and adapt standards to local contexts. Excellent written and oral English communication; additional French/Spanish is a plus. Ability to work independently and with a team; experience in training and capacity-building on data protection. NB:
