The Health Facilities and Emergency Medical Services Division (HFEMSD) oversees and enforces federal and state statutes and regulations for healthcare facilities and services in Colorado. The division licenses, certifies, surveys facilities and services; provides patient safety and healthcare quality programs; recognizes EMS education programs and certifies EMS providers; designates trauma centers; and licenses all ambulance services in the state. Summary of Position

This position is staffed by professionals who assess care, treatment, and quality of life in health care agencies through observations, interviews, and record review. It requires applying statutes, regulations, guidelines, policies and procedures on a case-by-case basis. Responsibilities include nursing observations and medication administration as the RN on the survey team, and identifying noncompliance. The role also involves writing deficiency statements and serving as a resource and educator on regulations for providers and consumers. Duties of the Position

Assess and evaluate health care facility quality of care, services, and treatment through observations, record review, and interviews with residents/patients, families, staff, and outside professionals. Collect and document evidence and survey results from observations, interviews, and records. Analyze evidence to determine noncompliance with applicable statutes and regulations. Choose specific regulations to cite based on judgment and experience. Write clear, concise, legally defensible statements of deficiencies. Advise providers, health care consumers, and other agencies regarding regulatory requirements. Investigate complex complaints, analyze data, and determine appropriate regulatory citations if substantiated. Review self-reported occurrences and ensure appropriate interventions by facilities. Act as a resource, educator, and interpreter of regulations for providers and consumers. Experience Only:

Six (6) years of applicable health care experience in a facility or program regulated by HFEMSD. OR Education & Experience:

A combination of education and experience equivalent to six (6) years. Examples include: Bachelors degree in Nursing, Public Health, Social Work, or closely related field; a masters and bachelors in these fields will substitute for required experience; or Two additional years of professional health care experience in a HFEMSD-regulated facility or program. This experience and education must be substantiated in your application. Enter all relevant history and education within the last 10 years. Education will be credited year-for-year.
