Prepares and/or assists in the preparation of studies and reports to guide company management in planning for future systems needs and improvements. Activities include developing cost estimates for capital budget planning and projects including modeling alternative evaluations, e.g. estimates costs, schedules, community impact and risks across projects in various municipalities throughout the service area. Drives and coordinates the long-term capital plan for the assigned division/system. Coordinates monthly capital meetings with operational personnel, tracking capital and reporting to senior management on capital. Coordinates and manages consultant engineers to ensure project objectives, goals, and deadlines are achieved. Models and reviews all waterline and sewer projects. Designs assigned aspects of projects i.e. tanks, boosters, lift stations, WTP projects, WWTP projects, regulating vaults, etc. as needed. Uses the company applications such as Powerplant and SAP to create and manage capital projects. Updates, maintains, and researches information in a variety of company databases including the financial information system and capital budget system for project authorization and tracking. Ensures new equipment is logged into the appropriate maintenance system. Prepares and/or supervises the permit applications for selected projects and ensure all required permits are obtained with necessary approvals. Prepares contract bid documents, plans and technical specifications for capital projects and conducts the bid process. Negotiates and prepares property easements and oversees the preparation of property descriptions, survey and legal recording as required. Coordinates and manages approved construction projects including high level design, schedule and budget. Enforces contract requirements and performs construction administration on assigned projects. Assists in the preparation of year-end and ongoing financial accounting and record preparations including the processing of invoices. Completes all necessary paperwork needed for accounting to close the project. Conducts field investigations to gather information for project design. Participates in due diligence visits of potential acquisitions to develop capital investment plans. Assists with other tasks or projects as assigned.
Qualifications (Required Experience, Education, Licenses, and Certifications)
Bachelor's degree in Civil/Environmental Engineering or related engineering field required; Master's degree preferred. Engineer in Training (E.I.T.) or ability to achieve within 12 months of hire 0-4 years of professional experience in Water or Wastewater and exposure to annual budgets. GIS experience would be considered a plus. Experience conducting field testing, data collection programs, and master planning for water distribution systems and sewer collection systems preferred.
Knowledge, Skills and Abilities
Proficient in Microsoft Office suite: Word, PowerPoint, Excel Familiarity with modeling software platforms (WaterGems, WaterCAD, EPAet, InfoWorks/Infowater, etc.) Excellent written and verbal communications skills; ability to communicate effectively with internal customers Ability to work well under pressure Ability to work on multiple projects simultaneously and adapt to changing priorities in a fast-paced environment A team player able to work effectively in a team-oriented, multi-tasking environment
Working Conditions / Physical Demands
Perform sedentary workexerting up to 20 pounds of force occasionally to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. See, hear, talk, and perform tasks requiring manual dexterity. Operate standard office equipment. Working conditions may include travel to work sites of Essential Utilities and/or other constituents. Travel requirements up to 20%
