Volunteer Coordinator (Program Specialist I)

Overview
This full time, permanent, safety sensitive Volunteer Coordinator (Program Specialist I) position is in the Department of Detention Facilities with Anne Arundel County Government. Nature and Variety of Work
The position involves program management support work with assignments in operational programs requiring knowledge of a range of program issues and standard principles and practices. The occupational field includes the overall management of the Department of Detention Facilities Volunteer Service Program. The incumbent develops and plans for the effective operation of volunteers and educates the community to the need for volunteers and volunteer programs for the facilities. The role includes identifying service needs and developing a pool of volunteers to ensure adequate coverage for assigned facilities. Responsibilities include recruiting and orienting community members to work as volunteers in a correctional setting, maintaining volunteer files, processing applications, and gathering Volunteer Program statistics for monthly reports. An employee uses knowledge of program management support and program principles, techniques, functions, regulations, and procedures to carry out standard assignments within a defined area. The job may require knowledge of and skill in using computer and automated office technology. The employee independently plans and implements program activities and resolves problems in accordance with policies. Supervisors review methods for conformance to policy. The employee uses discretion and independent judgment to select and apply appropriate guidelines and procedures. Work involves recurring problems requiring analysis to determine how they relate to existing criteria. Work output affects the social, physical, or economic well-being of program participants or recipients of services. The work is primarily sedentary and performed in an office environment with minimal hazards. Employees may have supervisory responsibilities. The work will entail contact with pretrial detainees and convicted offenders. Responsibilities Provide support for and liaison with citizens' committees, community groups, and advisory councils, including preparation of meeting summaries and identification of issues requiring action. Develop and maintain current listings of specific resource services for individuals in the target population. Establish and maintain mechanisms/databases to track program activity; generate reports; process data, billings, and payment vouchers; verify data and monitor trends. Monitor contracted services, recommend acceptability of program services, and serve as liaison between contractors and the user agency to resolve complaints about contract performance or costs. Determine eligibility for program services based on applications, supporting documentation, regulations, guidelines, and data verification. Assess training and volunteer development needs and design programs to address them. Coordinate and direct volunteer program services for the inmate population at the Detention Center. Draft and oversee distribution of program promotional materials, including public service announcements to local newspapers, correspondence to employers, and outreach to potential participants. Prepare workload surveys and recommend changes in work distribution and assignment of functions. Recruit, screen, train, schedule, supervise, and evaluate program volunteers and student interns. Perform related duties as required.
Knowledge, Skills, and Abilities
Knowledge of program areas related to the department/agency. General understanding of applicable County, State, and/or Federal regulations and procedures as required. Knowledge of contract administration and monitoring as required. Ability to prepare, interpret, and evaluate program proposals and modifications. Ability to communicate effectively, both orally and in writing. Ability to deal tactfully, effectively, and equitably with people. Ability to attend meetings or perform work at locations outside the office, if necessary.
Education
Graduation from an accredited four-year college or university Experience
One (1) or more years of experience in a program/specialization area directly related to the assignment of the position, such as managing volunteer programs. Notes

Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of recognized accrediting agencies. For a University or College outside the United States, documentation of accreditation and educational equivalency must be provided via a credential evaluation service.
