SUMMARY

The Human Resources Director is directly responsible for the overall administration, coordination and evaluation of the human resources function for the Tribe. Other areas of responsibility include policy development and administration, legal compliance, recruitment and employment, compensation, HR information system, training and development, and performance consulting. The Human Resources Director is also responsible for supervision of HR Department staff.

ESSENTIAL QUALIFICATIONS Master's Degree in Human Resources, Public Administration, Personnel Administration, Business Administration, or related field and one (1) year of experience at an executive level OR Bachelor Degree in Human Resources, Public Administration, Personnel Administration, Business Administration, or related field and three (3) years of experience at a senior management level Demonstrated knowledge of employment, compensation, organizational planning, employee relations and training and development Working knowledge of Indian culture and traditions Excellent computer skills including proficiency in the use of Microsoft Office programs including Word, Excel, PowerPoint, Publisher, and Outlook DUTIES AND RESPONSIBILITIES

include, but are not limited to the following:

Oversee and directly responsible for the overall administration, coordination and evaluation of all Human Resource programs and functions within the Gun Lake Tribal Government Ensure compliance employment related federal and tribal laws and regulations; consult with legal counsel when necessary Research, develop, write, and update employee policies, procedures, methods, and guidelines; communicating organization values Develop departmental internal policies, procedures and standards Work with CHRO and Tribal leadership to forecast employee knowledge and skills needed to attain tribal strategic goals; develop an employee recruitment and professional development/training program/strategy utilizing both in-house and outside resources Responsible for employee performance management and improvement systems; develop standards of performance and on-going evaluation mechanisms Develop and manages employee relations and management programs designed to minimize workplace disputes and to foster a positive and productive work environment Assist with the development and implementation of organizational and employee communication programs Responsible for competitive compensation management for the Gun Lake Tribe Government employees and fair implementation of Wage Grid and Salary Classification system Assist the CHRO with the negotiation and coordinated use of Human Resource consultants, insurance brokers, insurance carriers, 401K administrators and other outside sources and make recommendations to the Gun Lake Tribal leaders Write and deliver presentations to Tribal Leaders and Directors regarding Human Resource policies and practices. Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the Human Resources Department. Prepare periodic reports to Directors, as necessary or required Manage all employees in the Human Resources Department. Carry out supervisory responsibilities in accordance with the department and the Gun Lake Tribe policies and applicable laws Establishes and maintains central personnel records of all employees in the Tribal Government service; ensures documentation of all employee related actions Oversees the analysis, maintenance and communication of records required by law or local governing bodies, or other departments in the organization Responsible for following the Gun Lake Tribal Member Preference Guideline and the Native American Preference Act Support HR and Gun Lake Government sponsored events by participating in the planning and execution of events as requested

OTHER SKILLS AND ABILITIES

ATHRP/THRP/SPHR/PHR/ certifications is preferred Previous experience in tribal governments is preferred Strong administrative and management skill is required Supervisory experience, ability to utilize various tools to promote employee/supervisor relationships Strong background in public relations, interpersonal communication, ability to effectively communicate verbally and written Must have strong problem-solving skills and evaluation abilities Must have working knowledge of federal and state programs including laws and regulations as appropriate Strong knowledge of modern principles, methods and techniques of administration and program planning Ability to read, analyze, and interpret various reports and documents, including financial records and legal information Ability to think critically and strategically and function both independently and as part of a team Working knowledge of Windows XP, Excel, PowerPoint, Publisher, Outlook, internet search functions, word processing programs, and other office equipment Must have the ability to plan, coordinate, and direct staff engaged in various professional, technical, and administrative functions of the various departments and programs Must be dependable and flexible with work schedule Must have excellent leadership and management skills Exercise initiative, good judgment, courtesy, and discretion in all interactions Must have excellent interpersonal, self-starter, organizational, and time management skills Ability to manage multiple projects and adjust to changing priorities in a professional manner Ability to maintain records, type reports and correspondence at a proficient and professional level Must be highly ethical and possess a high level of integrity Ability to meet and communicate effectively with people and maintain favorable working relationships Knowledge and ability to work with and promote Native American language, culture, and traditions Maintain the highest level of confidentiality in all matters Enjoys a challenge and committed to building a high-performance organization CONDITIONS OF EMPLOYMENT

May require non-traditional hours including working evenings, weekends and holidays as required to meet program requirements and deadlines Ability and willingness to travel, locally and out of state, for meetings and continuing education Position requires manual dexterity to operate computers and other office equipment SUPERVISORY RESPONSIBILITIES

Has supervisory responsibility over Human Resource Departmental staff. Reports directly to the CHRO.
