IMPORTANT: SR-24 (Appointment may be made at any rate within the salary range from $6,043, SR-24-D to $7,952, SR-24-K, per month, at which appropriate qualified applicants can be recruited). Responsibilities
DESKTOP AND MOBILE ENGINEERING: Manage the County of Maui’s desktop and mobile device infrastructure including operating systems and software; system monitoring, OS deployment, software packaging and distribution (configuration, testing, installation), troubleshooting, and deployment of updates; provide technical support to County of Maui employees as needed. SYSTEM SERVICES: Manage virtual infrastructure, data centers, and identity & access management; duties include server administration, email & file services, backup, and service resiliency. NETWORK SERVICES: Design, manage and administer the County’s network infrastructure (Lanai, Molokai, Hana); manage switches, routers, firewalls, DNS, and wireless infrastructure. PORTFOLIO AND PROJECT MANAGEMENT: Oversee IT Enterprise projects across the County; assess IT project proposals focusing on business drivers, resources, budget, timeliness, and prioritization; establish Project Management and Organizational Change Management processes and methodologies; manage business relationships, vendors, and stakeholders. ENTERPRISE AND BUSINESS APPLICATIONS: Implement and manage Enterprise and Business Applications in coordination with departments and vendors; liaise with IT, business units, vendors and stakeholders; manage requirements, business process analysis, system specifications, development, configuration, testing, upgrade management, change control, and support. This class analyzes, designs, develops and implements IT systems for a major functional area, requiring integration and coordination of multiple sub-sections and may involve supervising subordinates. Duties may include acting as a technical expert in areas such as database administration, network services, or operating systems. Examples of duties include: Plan and conduct fact-finding to determine information system needs and problems. Study workflow, work measurement, organizational relationships, forms design, etc. Meet with management and operations personnel to analyze and coordinate subsystems. Evaluate feasibility of converting operations to IT systems; analyze procedures for system capabilities, cost, etc. Prepare reports and detailed plans for conversion to information systems; create flow charts and diagrams. Coordinate with agencies and operate with department representatives. Prepare manuals and documentation; supervise analysts and support personnel as required. Coordinate work with other functional area supervisors and train junior staff. Training and Experience
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree and three and one-half (3 ½) years of data processing experience in information systems analysis, including feasibility studies and design; at least one year at a fully competent level; demonstrated ability to plan and direct others; relevant specialization experience as applicable. License Requirement
Possession of a valid motor vehicle operator's license (Type 3). Knowledge
Principles of public administration, supervision, organization and management; information systems analysis, design and development; office systems; computer hardware and software concepts; database and data communication concepts; network systems; research and analytical methods; report writing. Ability
Gather and analyze facts; evaluate feasibility of converting manual processes to IT operations; apply machine capabilities to data processing; understand legal and procedural requirements; plan efficient organizational structures and workflows; prepare clear reports and operating procedures; collaborate with stakeholders; organize and direct work of others. Selective Certification
Specialized knowledge may be required for some positions; certification may be restricted to eligibles with pertinent experience and/or training. Requests for selective certification must show the connection between training/experience and duties to be filled. Health And Physical Condition
