PRIMARY PURPOSE: The Human Resources Manager plays a key role in ensuring the efficient operation of the Office of Human Resources. This position provides direct support to the Executive Director of Human Resources, manages HR operations, and ensures compliance with legal and regulatory requirements. The role also involves employee relations, training, policy implementation, and frequent interactions with district employees, external agencies, and the public. Specific to this role, the Human Resources Manager position champions the District's recruitment of talent. QUALIFICATIONS: Education/Certification:
Bachelor's degree required, preferably in Human Resources, Communications, Employee/Labor Relations, Business Administration, or a related field. Special Knowledge/Skills:
Strong knowledge of HR principles, employment law, and regulatory compliance. Experience with recruitment, employee relations, performance management, and labor laws. Ability to research, analyze, and interpret HR-related data Proficiency in
Microsoft Office Suite
and HR information systems. Excellent
oral and written communication
skills. Ability to
maintain confidentiality
and work with sensitive information. Demonstrated ability in oral and written communication Experience:
Minimum of five (5) years of administrative or managerial experience in human resources required. Experience in an
education setting or public sector
is a plus MAJOR RESPONSIBILITIES AND DUTIES: HR Management & Operations:
Oversee day-to-day HR operations, ensuring efficiency and compliance with district policies. Assist in recruitment, selection, assignment, and evaluation of employees. Manage employee reassignment and transfers in collaboration with leadership. Assist with the recruitment and training of substitute teachers. Handle employee grievances, disciplinary actions, and conflict resolution. Counsel employees on HR policies, procedures, and workplace issues. Coordinate notifications to the Texas Education Agency (TEA) regarding employee misconduct. Serve as the primary liaison with district legal counsel for HR-related matters. Maintain accurate HR records and submit required reports to the TEA and Board of Trustees. Work closely with Finance, Technology, and Student Information Services to ensure accurate reporting. Assist in the development and oversight of the HR department's annual budget. Provide leadership and supervision to HR department staff. Perform additional duties as assigned by the Executive Director of HR. Personnel Management
Develop, review, and revise job descriptions as needed. Prepare HR-related reports and maintain accurate documentation. Lead HR training initiatives to ensure compliance and efficiency. Monitor and evaluate job performance of HR staff. Manage employee retention strategies, including training and development programs. Conduct HR compliance audits to ensure adherence to federal and state regulations. Address internal and external HR inquiries in a timely and professional manner. Oversee applicant processing, background checks, and onboarding procedures. Serve as a key contact for employment, recruitment, transfers, leaves, and personnel records. Policy, Reports, and Law
Implement policies in accordance with federal and state laws, TEA guidelines, and Board policy. Ensure maintenance of physical and electronic HR records. Regularly review and update HR policies to align with legal and organizational changes. Community & Employee Relations Support initiatives that promote employee engagement and a positive work culture. Act as a resource for district employees, community members, and external agencies.
