JOB SUMMARY Reporting directly to the Senior Director of Infrastructure, responsible for directing all aspects of the Road Bond Office and transportation planning activities.
EXAMPLES OF WORK PERFORMED
Manages the Williamson County Road Bond Office Updates the Williamson County Transportation Plan Coordinates Williamson County transportation planning activities with local, state, and federal governments and agencies Represents Williamson County at local, state, and federal governmental and agency meetings such as the Metropolitan Planning Organization's Technical Advisory Committee Identifies and develops state and federal transportation grand funding opportunities Manages and leads staff in short and long-term goal setting and strategic planning in the areas of Transportation planning Performs personnel management including hiring, termination, suspension, employee recognition, and disciplinary action Oversees all engineering material design, specification, and implementation Manages numerous consultant professionals and Professional Services Agreement (PSA) contracts Creates and administers Transportation Planning and Road Bond Office Division policies, meets with County management, Commissioners, and staff regarding policy and program management issues Directs and implements project quality control and quality assurance efforts and deliverables to ensure projects are completed efficiently and effectively Researches and prepares various technical, administrative, and financial reports Directs and leads various contract development and agreement responsibilities including defining requirements, negotiating, identifying objectives, engineering, planning and specifications including implementing guidelines and project regulations Collaborates with various elected officials, internal and external professionals, engineers, and leadership on planning, designing, budget development, and timeline development Prepares and manages the overall department annual budget Generates, processes, and reviews contracts and documents related to engineering analysis, design, and construction projects Oversees and manages a variety of project budgets, schedules, work plans, and resource requirements for various construction projects Analyzes and directs staff on various requests, license agreements, permitting requirements, and logistical needs Develops, creates, and implements project schedules and timelines Attends all meetings and trainings, as required Performs special duties as assigned ORGANIZATION RELATIONSHIPS

MINIMUM QUALIFICATIONS
Bachelor's degree in Civil Engineering or related degree from an Accreditation Board for Engineering and Technology (ABET) accredited school program Twelve (12) years of experience with nine (9) as a professional engineer Demonstrated knowledge of roadway planning, design, roadway construction materials, hydrology, hydraulics, and technical specifications Five (5) years of budget development experience including project management experience Five (5) years of supervisory or lead worker experience Demonstrated knowledge of federal and state laws and rules, regulations, and procedures Demonstrated knowledge of Microsoft Office Suite Demonstrated knowledge of Metropolitan Planning Organizations Possess and maintain a personally-owned mobile device capable of receiving calls, text messages, and emails LICENSES AND CERTIFICATIONS
