Overview

The City of Ontario is recruiting for a part-time Human Resources Specialist. This entry-level position within the Human Resources/Risk Management Agency performs and assists in a variety of administrative and technical duties to support the Citys human resources functions, including recruitment and selection, HRIS, classification, compensation, employee benefits and wellness programs, leave administration, employee relations, labor relations, and equal employment opportunity. This recruitment will create an eligibility list to fill current and future part-time or full-time vacancies within this classification. The Citys current need is for part-time staff, with part-time employees potentially scheduled up to 29 hours per week and not eligible for City health insurance or retirement plans. Responsibilities Respond to inquiries from applicants, candidates, employees, management, outside agencies, and the public regarding areas of assignment. Assist in research, data compilation, and preparation of reports and spreadsheets related to assigned areas. Conduct and facilitate routine tasks and ongoing activities related to the assigned area. Compile, track, monitor, and audit employment and employee data (training attendance, employment authorization, licensing, driver safety compliance, etc.). Organize, review, and prepare materials for orientation, training, and related workshops; assist with scheduling and coordination. Assist in studies and research on a broad range of human resources and risk management topics. Participate in recruitment and selection activitiesdevelop and implement recruitment plans, announce jobs, screen applicants, test, and interview. Participate in salary, classification, and fringe benefit surveys; analyze data and make recommendations. Respond to employment verifications for current and past employees. Assist in administering the Citys employee benefits programs; counsel employees; complete required documentation and troubleshoot employee issues in accordance with laws, rules, and memorandums of understanding. Assist in auditing and reconciling human resources programs in assigned areas. Schedule pre-employment medical exams, drug testing, and related appointments with the Citys occupational medical clinic. Serve as a primary backup to front desk and other clerical staff as needed. Perform other related duties as assigned.

Qualifications

Education:

Equivalent to an Associates Degree in Human Resources, Business Administration, or closely related field. Experience:

One (1) year of administrative or technical support experience in human resources. An equivalent of a Bachelors degree may be substituted for all but 6 months of the required experience. Desirable:

Bachelors Degree in Human Resources, Business Administration, or closely related field. Prior experience in recruitment, selection, onboarding or benefits/leave administration in the public sector. Note:
