Overview
Job Title: Project Manager - Federal HCM ERP Clearance Required: Public Trust Work Location: Hybrid, Washington, DC Alpha Omega Integration is seeking a Strategic Federal HCM Project Manager to lead critical federal Human Capital Management (HCM) IT initiatives and drive internal practice growth. This senior role balances hands-on project leadership with strategic oversight across multiple programs. The ideal candidate has a proven track record delivering complex HR ERP solutions (like PeopleSoft HCM) in the federal domain, excels in stakeholder engagement across agencies, and thrives in a culture of innovation and mission-focused delivery. Key Responsibilities
Plan and execute end-to-end federal HCM IT projects (PeopleSoft HCM implementations), ensuring alignment with OPM policies, federal pay and benefits regulations, and agency compliance requirements. Manage and coordinate diverse internal and external stakeholders (including HR departments, CIO offices, and division leaders) to align project efforts with OPM guidance, governance board decisions, and interdepartmental initiatives. Oversee the complete ERP SDLC for implementations or upgrades, from requirements gathering and system configuration through testing, deployment, and operational support. Ensure on-time, on-budget delivery of enterprise solutions while adhering to quality standards. Leverage expertise in enterprise platforms (PeopleSoft, Oracle E-Business Suite, Oracle Cloud HCM, Workday, ServiceNow) to guide technical teams and advise clients on best-fit solutions and modernization strategies in the HCM domain. Internal Practice Leadership (25%): Dedicate approximately a quarter of your time to internal strategic support, driving capability growth across our ERP practice: Oversee and mentor project staff across ~8 federal programs (totaling about 35 team members), ensuring consistent delivery excellence and professional development. Coordinate staffing and resource allocation in collaboration with project leads, maintaining high performance across engagements. Engage in customer relationship management with agency clients and prime contractors to strengthen partnerships and identify organic growth opportunities. Contribute to business development by spotting new opportunities and supporting proposal content development, especially for HRIT/ERP modernization bids. Advise both internal teams and clients on modernization roadmaps for legacy and cloud-based ERP systems, promoting innovative solutions aligned with agency mission objectives. Required Qualifications
Minimum 5 years of project/program management experience, with a strong track record in federal IT projects. Proven experience leading federal HR IT (HCM) projects is essential - for example, managing PeopleSoft HCM implementations or similar HR systems for a federal agency. In-depth understanding of federal human resources business processes and policies, including familiarity with OPM guidelines, federal pay scales, benefits programs, and HR compliance requirements. Familiarity with PeopleSoft HCM, Oracle EBS, Oracle Cloud HCM, Workday, ServiceNow, or similar enterprise systems will be a plus. Experience supporting federal agencies in the Health and Human Services (HHS) domain is highly desirable. Background with other government sectors - such as the Department of Defense (Army/Navy), Intelligence Community (e.g. DIA), Legislative Branch, or Department of Treasury - is a strong plus. Prior involvement in growth activities like capture management, proposal writing, or organic account growth within a federal contracting environment is a bonus. Any relevant technical or industry certifications (ITIL, Agile/Scrum, HRIP, etc.) or federal credentials will be advantageous. Certification(s)

The likely salary range for this position is $120,000 - $165,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
