AN OVERVIEW
The Department of Transportation and environmental Services (T&ES) is seeking a Grants Administrator and Compliance Officer who will oversee the coordination of grants, formulation of budget estimates, project implementation activities, and assessments of federal grant opportunities with the Federal Transportation Administration (FTA) to ensure compliance with all applicable FTA rules and regulations including the Disadvantaged Business Enterprise (DBE) and Equal Employment Opportunity Programs. An incumbent independently conceptualizes, organizes, and carries out most work assignments under minimal supervision by the Assistant Director. Special assignments are outlined by the supervisor regarding required end-products and written guidelines are available for use in most City/State financial management matters. THE OPPORTUNITY
Assist in the financial management, oversight, and annual single audit of Federal Transit Administration (FTA) grants; administer and oversee all FTA grant assisted procurements and project expenses. Coordinate with the Citys Transit agency, DASH, to prepare the TAM Plan, maintenance of FTA funded property to ensure satisfactory continuing control. Provide training and guidance to City program and project managers on grant and funding opportunities, reporting and requirements. Act as a designated DBE Liaison Officer, working closely with Equal Employment Opportunity (EEO) Officer on Transportation related complaints, DBE Program, reporting and goal monitoring. Act as liaison to FTA audits and grant reviews; and assists with developing grant administration strategies. Track and investigate Title VI complaints of ADA on city-maintained bus stops, determine ADA compliance/eligibility determinations. Accreditation Manager to assist with the annual and bi-annual coordination of accreditation for APWA, NACTO, LEED, ASE, and other transportation related accreditations within the internal services branch. Research, develops and presents policy recommendations to City leadership on funding opportunities and challenges. Works to continually improve processes and implement best practices for capturing, tracking and reporting on various grant related data requirements. Deliver quality control of project management standards, quarterly and annual National Transit Database (NTD) reports and related FTA agreements. Stays abreast of Federal and State reporting systems and grant opportunities and requirements through training and webinars to submit grant program evaluations and request draw-down of funds based on completed benchmarks. Advocates for City projects by working with elected officials and regional counterparts to obtain letters of support, provide public comments, and oversee FTA communications. Lead the full lifecycle of federal and state grant funding for the City of Alexandria's Department of Transportation and Environmental Services. Secure grant funding by identifying opportunities and submitting applications. Manage administrative and fiscal requirements associated with awarded grants. Work with internal departments to ensure successful project implementation and alignment with grant objectives. Act as the central point of contact for all grant-related activities and compliance matters. Serve as a key link between funding agencies and city project teams, facilitating effective communication and coordination. Lead Title VI Civil Rights compliance efforts, ensuring nondiscrimination in all funded programs and projects. Oversee Disadvantaged Business Enterprise (DBE) compliance, promoting equitable contracting and procurement practices. Ensure all projects are equitable and compliant with applicable federal regulations. Serve as a legislative liaison, monitoring and communicating relevant federal and state legislative developments. To qualify for this position, candidate must possess a Four-Year College Degree in Business, Management, Contracts, Finance, Purchasing, Public Administration or related field. Minimum of three to five years of experience in administrative management work in a large public, not-for-profit and/or private organization, which included experience preparing and monitoring budgets and expenditures, contract/grant administration and evaluation, proposal solicitation preparation and review, grant funding policy/procedure interpretation and implementation, program and policy development, program/project management. Proficiency with Microsoft Office: Word, Excel, PowerPoint and Access. Demonstrated ability to communicate clearly and effectively verbally and in writing; establish and maintain effective working relationships with organizational staff, departmental commissions and external groups; and handle and resolve contract and grant-related problems and sensitive community situations. To be considered as the Ideal Candidate, one must have a masters degree in public administration, government finance, public policy, or related field; Five (5) to seven (7) years of experience in grant seeking, and/or grant writing/Developer Certification. Must possess knowledge of grant management principles, best practices, grants accounting principles and procedures, and the general structure of public government.
