Summary You will serve as a Supervisory Engineer/Scientist in the Data Analytics Production Branch; Acquisition Maintenance & Modernization Assessment Division; Acquisition & Readiness Assessment Department of NAVAL SURFACE WARFARE CTR CORONA DIV. You will serve as the Branch Head. This position is part of the Warfare Centers Personnel Demonstration Project. ND-04 is equivalent to GS-12/13. Responsibilities You will, as the first-level supervisor, execute the branch's day-to-day operations and ensure the delivery of quality products on time and within budget. You will apply Human Capital Management policies and regulations in leading and managing personnel assigned to the branch. You will administer the branch budget, manage customer relationships and programs, and execute the Command strategic direction. You will establish objectives and set priorities, using internal controls, goal setting techniques, delegation, and team building to effectively manage the branch and projects. You will provide data assessment capabilities to measure effectiveness of cost, schedule, and performance for ships throughout the new construction, maintenance, and modernization phases. You will provide the technical development and implementation of predictive analytics, machine learning, and artificial intelligence capabilities, fostering a culture of innovation and continuous improvement to support Material Readiness Assessment. You will orchestrate the modernization of analytics infrastructure and tools, ensuring scalability, reliability, and security to meet evolving Navy needs. You will lead the production and help desk support for MRDB, SMDII, COMPASS, and APEX to support users and other stakeholders of to support Material Readiness Assessment suite of tools. You will dedicate resources that handle account creations and maintenance, outage notifications, and all other activities supported by the AR54 production team and help desk distribution teams. You will oversee talent management and development initiatives, cultivating a high-performing team capable of driving impactful insights and solutions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist coordinating or conducting technical or project management tasks for ship construction, maintenance, or modernization projects. Education This is an interdisciplinary position and may be filled by a General Engineer (0801 series), a General Physical Scientist (1301 series), a General Mathematician or Statistician (1501 series), or a Data Scientist (1560 series) depending upon the qualifications of the candidate. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. FOR THE 1301 - General Physical Science Series: A degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. FOR THE 1501 - General Mathematics and Statistics Series: A. Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. FOR THE 1560 - Data Science Series: A. A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
