Idaho Transportation Department Temporary Buyer

Idaho Transportation Department is recruiting for a temporary Buyer, located at our District 2 office in Lewiston. This position will support the employees in by ensuring the goods and services procured are the best quality for the funds expended. This includes the following; researching and performing value analysis; determining the life cycle of products; preparing service agreements and contracts; requesting, reviewing and evaluating bids; and selecting vendors. This incumbent must also ensure agency compliance with State purchasing regulations. Note: This position is non-benefited, temporary, and requires a background investigation before a final job offer is made. Example of Duties Researches and processes requests for purchases and acquisitions of equipment, materials, supplies, and software; headquarters and districts and may include software, software licensing, and support; Prepares specifications and solicitation documents for quotation of goods and services ensuring that all applicable laws, rules, and policies are followed; Explains State of Idaho law, rules and ITD policies procedures to vendors and ITD employees; Assisting managing inventory; Reviews and evaluates quotes received and performs value analysis on products and services; Advises ITD systems and equipment users regarding product updates, service availability, and specification preparations; Resolves vendor and user conflicts typically to the return of faulty items or incorrect orders; Ensures proper record keeping procedures are used; Creates Purchase Orders and performs data entry into ITD financial system; Ensures correct and proper use of financial coding; Meets with vendors to review new products or services and shares related information with end users; Uses authorized purchasing card. Minimum Qualifications: Some knowledge of: Purchasing methods and procedures; Life-cycle costing principles. Experience: Operating a personal computer; Preparing specifications for bid; Applying value analysis criteria to products and materials purchased. Preferred Qualifications: Previous experience in purchasing various technology including hardware and software or knowledge and experience of the industry. Knowledge of accounting and business principles generally acquired through higher education. Previous experience in a purchasing role including any of the following duties; the use of pcard, receiving and evaluating quotes from vendors to verify requirements, pricing, and specifications, issuing purchase orders, applying purchasing law and rule to make decisions, or utilizing open contracts.
