Perform entry- to mid-level civil engineering functions in the administration, financing, planning, design, and construction of a wide variety of municipal public works projects and programs with a focus on multi-modal transportation and multi-disciplinary storm drainage. Function as construction inspector, project engineer, project manager, or program manager delivering services related to right-of-way management, floodplain management, land development, and street, trail, and drainage improvement projects. The CE I assists, supports, and works closely with others, completing assigned tasks under the guidance, mentoring, and oversight of more experienced staff, while expanding experience and technical knowledge base. The CE II assists, supports, and works closely with others, providing guidance and mentoring to less experienced staff and completing assigned tasks independently with oversight from more experienced staff. Examples of Essential Duties and Responsibilities: The list below is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time. Maintain project and program records and documentation. Interpret policy, codes, and regulations while implementing tasks and coordinating with stakeholders. Uphold applicable codes, regulations, standards, and master plans. Implement and/or manage Right-of-Way Management Program. Review and approve permit and event applications, including traffic control plans. Implement and/or manage Floodplain Management Program. Review and approve permit applications. Interpret floodplain regulations, Flood Insurance Studies, and Flood Insurance Rate Maps, and coordinate changes. Coordinate the community education process. Coordinate with CWCB and FEMA as needed. May be appointed Floodplain Administrator. Implement and/or manage Land Development Program. Review, and prepare written comments on plats, maps, development plans, improvement plans, traffic impacts studies, drainage reports, construction cost estimates, improvement agreements, easements, and other documents submitted with applications for building permits, grading permits, subdivisions, rezonings, variances, and other land uses. Implement and/or manage Transportation and Storm Drainage Capital Projects Program. Prepare and manage scopes, schedules, budgets, priorities, and risks for the planning, design and construction phases of assigned program projects. Implement and/or manage Street Improvement Program. Manage PAVER pavement database via data input and reporting. Conduct pavement condition index field surveys. Analyze pavement rehabilitation strategies to identify short-range and long-range projects. Prepare and manage scopes, schedules, budgets, priorities, and risks for the planning, design and construction phases of assigned program projects. Implement and/or manage Trail Expansion Program. Analyze trail expansion strategies to identify short-range and long-range projects. Prepare and manage scopes, schedules, budgets, priorities, and risks for the planning, design and construction phases of assigned program projects. Reference, interpret, and maintain the Master Trails Plan. Provide construction inspection services on assigned projects for any of the Engineering Division managed programs. Review and approve construction phase submittals. Review, inspect, approve, and accept constructed work to document compliance with approved permits, contracts, plans, specifications, submittals, and schedules. Perform warranty period inspections, coordinate with contractors for warranty repairs, process Final Acceptance. Research and interpret GIS mapping and coordinate revisions. Support other Public Works Divisions as needed with their maintenance efforts of street, trail, and drainage systems. Procure and manage consultants and contractors when needed. Develop or coordinate the development of, capital improvements data sheets, reports, studies, plans, specifications, cost estimates, and other technical documents for assigned projects in any Division program. Coordinate the bidding, award, contracting, and preconstruction phases on assigned projects. Provide effective communication, guidance, and leadership with project team on all project issues. Productively and professionally respond to citizen inquiries. Implement communication protocols for all project stakeholders in coordination with the Town's Public Information Officer. Assist with procurement and management of state and federal grant funding for projects, including the preparation and submittal of applications, documentation and reporting procedures, and other administration requirements. Coordinate issuance of press releases and updating webpages as needed. Perform other related work as required or assigned. CE I: Implement program components to attain established service goals. CE II: Implement and/or manage program components to attain established service goals. Interpret policy, codes, and regulations while implementing tasks and coordinating with stakeholders. Education & Experience: Civil Engineer I: Bachelor's Degree or 120 undergraduate credit hours from an accredited college or university with a major in civil engineering, construction management, or closely related field. Six years relevant work experience may substitute for the education requirement. One-year relevant experience in addition to the education experience preferred. Public agency experience preferred. Civil Engineer II: Bachelor's Degree or 120 undergraduate credit hours from an accredited college or university with a major in civil engineering, construction management, or closely related field. Six years relevant work experience may substitute for the education requirement. Minimum of six years of progressively responsible experience, in addition to the education requirement, in transportation, traffic, and stormwater engineering, municipal land use/development planning and review, public works construction management, or closely related fields. Minimum of two years of experience in the administration, financing, planning, design, and construction of multi-modal transportation and multi-disciplinary storm drainage improvements preferred. Experience in a public agency preferred. Certificates, Licenses, Registrations: Valid Colorado Driver's License and satisfactory driving record or ability to obtain within 6 months of hiring. Floodplain Administrator (FA) must be credentialed as a Certified Floodplain Manager within 6-months of appointment as the Town's designated Floodplain Administrator Civil Engineer I: Credentials as an Engineer Intern (EI) or certification as a Construction Manager, Project Manager, or similar from an accredited college or agency is required within six months of hire. Credentials as a Certified Floodplain Manager, Construction Inspector, Erosion Control Supervisor, Traffic Control Supervisor, or closely related field is preferred. Civil Engineer II: Registration as a Professional Engineer in the State of Colorado within six months of hiring is required. Credentials as Traffic Engineer, Construction Manager, Construction Inspector, Project Manager, Certified Floodplain Manager, Erosion Control Supervisor, Traffic Control Supervisor, or other closely related field are preferred. Knowledge, Skills and Abilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required: Working knowledge of local (Town of Estes Park), regional (Larimer County, Mile High Flood District), state (CDOT, DHSEM, CWCB) and federal (FHWA, MUTCD, AASHTO, FEMA) codes, regulations, standards, specifications, and criteria for use on public works transportation and stormwater projects and programs. Working knowledge of the practices and principles of civil engineering, construction inspection, and project management related to administration, financing, planning, design, and construction of a wide variety of municipal public works projects and programs. Knowledge of methods, equipment, policies, organization, rules and regulations commonly used in operating public works transportation, stormwater and floodplain systems. Knowledge of standard office equipment including scanners, copiers, personal computers, desk phones and smartphones. Computer skills including a working knowledge of Microsoft Word & Excel; Google Calendar; Gmail; Google Meet; ArcMap, GIS software and hardware; and smartphone technology. Able to occasionally work independently and solve problems with limited direct supervision. Demonstrate appropriate professional engineering judgment in the assessment of competing and/or contradictory requirements, goals, or standards to guide outcomes that are in the best interest of the Town. Effective communication skills. Communicate clearly, concisely, and respectfully, both orally and in writing with developers, contractors, consultants, property owners, Town staff, partnering agencies, and the general public. Foster effective teamwork and build constructive relationships.
